Regular Board Meeting and Public Hearing of the
Washington County Solid Waste District
October 7, 2024
Public Notice is hereby given that the Board of the Washington County Solid Waste District will hold a regular meeting and Public Hearing at the Washington County Building, 3rd Floor Training Room located at 111 E Tabernacle St, St. George, Utah on Monday, October 7, 2024, commencing at 5:00 PM with a Public Hearing to commence at 6:00 PM.
1. Pledge of Allegiance
2. Consider approval of minutes for August 12, 2024, regular meeting
3. Consider approval of Jul-Aug 2024 disbursements
4. Consider approval of budget to actual revenue and expense of Jul-Aug 2024
5. Consider approval to merge the CSR and Scale House Attendant pay scales into a single scale
Background and information: This is a holdover item from the August Board meeting. While it was favorably received, the need for a resolution to approve was requested. The formal resolution is now included in this consideration. The effective date is Jan 1, 2025, for the 2025 budget cycle.
6. Consider approval on agreement with Mark Anderson for Municipal Advisor Services
Background and information: The District is in the process of applying for CIB funding for the 3rd and final phase of the Infrastructure Improvement project. Mark Anderson is a highly qualified and experienced Financial Advisor for CIB Funding, General Bonds, and other lending instruments. He was instrumental in assisting the District in obtaining CIB funding for phases 1 and 2. The District would do well to utilize the services of Mr. Anderson in obtaining funding for the final phase of the project.
7. Consider approval of proposed 2025 COLA adjustment to pay scale
Background and information: A 5% COLA adjustment is proposed to the pay scale for 2025 to address severe inflationary pressures affecting the households of our employees. District Solid Waste employees are the essential, first line defense, along with Water and Sewer, of a healthy community and environment. The District employees are well trained, highly capable, and we need to ensure we can retain our valued human resources. The proposed COLA increase is comparable to the higher County and Municipality increases their employees received last year.
8. Presentation of the State Auditor's Office 2024 Fraud Risk Assessment
Background and information: The State Auditor's Office has mandated that all Public Entities complete the enclosed self-assessment annually.
9. Consider approval of 2025 Tentative Budget
Background and information: At least 7 days prior to adoption of the final budget, the Board must adopt a Tentative Budget to be available for public review. Staff has compiled and recommends approval of the Tentative 2025 Budget for Board consideration and approval. The 2025 Budget includes the debt servicing requirement for the existing CIB infrastructure loan, landfill gas well and lateral work, the proposed COLA increase, and the Republic Services contractual rate increases.

10. Public Hearing and consideration of resolution to adopt 2025 Master Schedule of Fees
Background and information: The resolution to adopt the proposed fee schedule for the calendar year 2025 incorporates the annual 2.5% increase as contracted in the agreement with Republic Services. This District requests increasing their rates by 2.5% in alignment with
contractual requirements.
11. Public Hearing to receive public comment on the proposed application for loan funding from the Permanent Community Impact Board (CIB) to be used for the 3rd and final phase of the Infrastructure Safety Improvement Project (No formal action required at this time)
Background and information: The initial two phases (1-Scale House & 2-Administration Building) were funded by the CIB in the amount of $9,003,000, however there were insufficient CIB funds available to complete the whole project. The District intends to request an additional $5,000,000 from the CIB and utilize $1,500,000 from District cash reserves to complete the project which includes the Customer Convenience Center and covered Cart build/storage facility. There are no planned rate increases for the public to service this additional debt.
