CALL TO ORDER B. DECLARATION OF CONFLICTS OF INTEREST C. REVIEW AND APPROVAL OF MINUTES 1. Approval of Minutes from August 14 2024 Meeting D. PRESENTATION: Alan Eastman, Chairman of the Dark Sky Utah Commission, about Governor Cox's Dark Sky Initiative and Virgin's desire to protect its dark sky. E. OPEN FORUM Limit 2 minutes per speaker, may talk about anything NOT on the agenda. F. COMMISSIONER COMMENTS PUBLIC HEARING: Motion to close the public meeting and open the public hearing A. ITEMS FOR COMMENT 1. Ordinance #2024-XX An ordinance of the Town of Virgin, Utah, providing that the Virgin Uniformed Land Use (VULU) Code be amended by revising Section 2.12 Definitions: Repealing Section 8.40 Outdoor Lighting; and adding a new chapter to be numbered Chapter 50 Outdoor Lighting. 2. Ordinance #2024-XX Amending Chapter 42 closing Resort Zone to further expansion 3. Ordinance #2024-XX Amending and Restating in its Entirety, Chapter 18 Virgin Uniformed Land Use (VULU) to establish Subdivision Regulations that meet the requirements established by the Utah State Code. 4. CUP Application by Virgin Town requesting a change in use of the property located at 91S Mill Street from a church to a Public Building. PUBLIC MEETING: Motion to close the public hearing and open the public meeting A. MOTION AND VOTE FOR ITEMS 2 - 4 1. Update by Ryker on upcoming ordinances 2. Discussion and possible vote on a new Planning and Zoning Chairperson. 3. Discussion and possible vote to recommend approval or denial of the CUP Application by Virgin Town requesting a change in use of the property located at 91S Mill Street from a church to a Public Building 4. Possible vote to recommend approval or denial Ordinance 2024-xx Discussion and possible vote amending Chapter 42 closing Resort Zone to further expansion.
