1. Pledge of Allegiance
2. Consider approval of minutes for June 10, 2024, regular meeting
3. Consider approval of May-Jun 2024 disbursements
4. Consider approval of budget to actual revenue and expense of May-Jun 2024
5. Consider approval of resolution for employee stipend to offset URS contributions
Background and information: Effective July 1, 2024, the URS requires employees under the Tier 2 Hybrid Contributory Retirement system to withhold funds from their pay, currently at 0.7%. This is not a delayed benefit, but a reduced benefit. No other Tiers or Retirement selections are impacted. This resolution allows the District to offset the URS payment via a stipend in the impacted employees' payroll.
6. Consider approval of agreement between Enterprise City and District for lift expenses
Background and information: Enterprise City incurs significant expense associated with the 10 8-yard dumpsters located at the dump site located in Enterprise. Enterprise is requesting the District pay for half of the lift costs on an ongoing basis.
7. Consider approval to purchase a replacement semi-truck for the Binnie Recycling program
Background and information: The current semi-truck has been in service since 2015 with ~250k miles and has reached a service life that requires high ongoing maintenance costs to keep in operation. The District requests approval to purchase a replacement truck at the cost of ~$131k via a Utah State contract dealer. Competitive bids have been obtained and the State contracted dealer is the lowest cost. Recommend purchase of Mack Granite 64 at a cost of $131,428.
8. Consider approval to merge the CSR and Scale House Attendant pay scales into a single scale
Background and information: The District has historically paid the one Customer Service Representative (CSR) position less than the Attendant position. The lower CSR scale has resulted in attracting less qualified and capable employees that have struggled to meet the demanding job duties and deal with challenging residents who routinely take emotional tolls on our employees. Merging the scales will improve the candidate pool, allow for greater flexibility and bench strength of coverage, and improve attrition in this role. The effective date is intended for Jan 1, 2025 to account for regular budget cycle.
9. Consider approval of Tuition Reimbursement for Finance Director - Susana Harper
Background and information: District Policy allows tuition reimbursement to employees according to prescribed requirements and limitations if authorized by the Board. Susana Harper (Finance Director) is seeking to complete her Master of Public Administration degree. Funds are available. Seeking Board approval for her program with the stipulation that the policy is followed under its terms and conditions.
10. Consider approval for change in Finance Director Job Description
Background and information: Current job description for the Finance Director role requires a minimum of a master's degree in accounting, finance, business administration or public administration. This was initially established at the introduction of the role for a previous employee. While employees are encouraged to continue their educational development, this role can be performed with a minimum of a bachelor's degree requirement.
