Notice is hereby given that the Central Wasatch Council will hold a Board meeting on Monday, August 5, 2024, beginning at approximately 3:30 P.M. You may attend the meeting at the anchor location: Millcreek City Hall located at 1330 E. Chambers Ave., Millcreek UT 84106. A virtual option is also available. The public may register for the virtual meeting option at the following link, which is specific to the registrant and should not be shared. After registering the registrant will receive an email containing a meeting access link.

Please note: For in-person meeting attendees, masks are no longer required at Millcreek City Hall, but are welcome for any attendees who prefer to continue using them.

Difficult questions, tough challenges to a point of view, and criticism of ideas and information are legitimate elements of a free democracy in action. Public officials and the public are encouraged to refrain from making belligerent, personal, impertinent, slanderous, threatening, abusive, or disparaging comments.
3:30 P.M. Opening
1. Chair Jeff Silvestrini will call the meeting to order and welcome Board members and the public.
2. Chair Silvestrini will welcome Park City's new commissioner to the Central Wasatch Commission and thank Mayor Nann Worel for her years of service on the board.
3. (Action) The Board will consider approving Resolution 2024-19 Approving Bill Ciraco as the New Member Commissioner Representing Park City.
4. (Action) The Board will consider approving Resolution 2024-20 Expressing Gratitude to Mayor Nann Worel for Her Work and Service to the CWC.
5. (Action) The Board will consider approving the minutes of the Board meeting on June 3, 2024.
3:35 P.M. Outdoor Film Festival
1. Staff will discuss the Youth Council's Outdoor Film Festival funded by the Short-Term Projects Committee.
2. Will be held on September 18th, 2024 from about 6:30pm-9:00pm at The Front Climbing Club in Salt Lake City.
3:45 P.M. Updated Visitor Use Study
1. Staff will discuss the updated Visitor Use Study.
2. A press release will go out following this meeting.
3:55 P.M. Human Impacts Workshop and Environmental Dashboard
1. Staff will discuss supplementing the Environmental Dashboard with additional 'human element' data with the design of a Human Impacts Workshop.

4:05 P.M. Executive/Budget/Audit Committee Updates
1. Chair Silvestrini will discuss goals for the remainder of the year and into 2025, as referenced in the attached Goals Timeline:
a. Plans for an upcoming Legislative Field Trip.
b. Planning status of the 2024 Board Retreat, scheduled for November 1, 2024:
i. Proposed Resolution 2024-23 approving venue.
ii. Seeking a facilitator.
c. Revisiting the Central Wasatch National Conservation and Recreation Area Act.
d. Planning status of the Central Wasatch Symposium.
i. Proposed Resolution 2024-22 approving venue.
2. Chair Silvestrini will revisit discussions about ex-officio membership on the CWC's board.
4:50 P.M. Stakeholders Council Discussion
1. Stakeholders Council Chair and Co-Chair John Knoblock and Tom Diegel will discuss with the Board the recent activities of the Stakeholders Council, including:
a. Recent leadership and membership changes, including proposed Resolution 2024-21 approving the membership changes.
b. The next Stakeholders Council meeting will be September 18th, 2024.
5:05 P.M. Staff Announcements
1. Forest Service staffing update.
2. Member jurisdiction invoices sent out.
3. District Board Member Training.
4. 2023-2024 audit has begun.
5. Youth Council updates and introductions.
6. First 'In the Wasatch' podcast has been released.
7. CWC Bi-Monthly Digest.
8. Donation checking account use of funds update and memo.
9. Thank you to the city of Millcreek for hosting our Board and Stakeholders Council meetings.

3. (Action) Consideration of Resolution 2024-23 Approving an Agreement with Homestead for the 2024 Board Retreat.
