Electronic Meeting Determination
Consistent with provisions of the Utah Open and Public Meetings Act, Utah Code Ann. ยง 54-2-207(4), Mitch Stock, Chairman of the Grand County Service Area for Castle Valley Fire Protection issues this Determination supporting the decision to convene electronic a meeting of the Fire Commission via Conference Call without a physical anchor location. Due to the COVID-19 pandemic Meetings at the anchor site may present substantial risk to public health and safety. Taking into consideration public health orders limiting in-person gatherings. This determination expires 30 days after the day on which the Chairman has made the determination. Call to Order: 6:01 pm
1. Public Comment:
Jazmine - someone had noted to her that the FD was doing standby for burning, but had been previously told that the FD doesn't do that. Need consistent message for community.
2. Approval of Minutes of April 2024 meeting
a. Motion to approve by Mitch, Bob seconded, all approved
3. Administrative Issues
a. It was agreed that the Fire Commission will hold in-person meetings during the summer months, except when one of the commissioners or chief is out of town. In those instances, the Commission will hold a hybrid meeting. Meeting will be held at Station 2.
4. Chief's Report: Ron Drake
- No fires since last meeting
- On April 14th, the chief did an EMS assist
- On April 15th and 16th, chief did a stand by for a controlled burn.
- On April 19th and 20th chief and Greg went to class in Green River
- He submitted insurance application. Bob said we got a quote and policy, but need to review. Mitch said if policy has not changed substantially, he is fine with paying before next meeting-all agreed.
- On April 29th, chief assisted with an EMS assessment
- On May 9th, chief did a standby for a controlled burn
- Tender-the air pressure issue was figured out and he will consult with mechanic to sort that out other issues. Bob got names of diesel mechanic in Grand Juunction.
5. Treasurer's Report: Bob Russell
Not much activity over the month.
6. Discussion and possible action re.: State Wildfire Grant
- Bill asked for quotes for items on the list. Bill mentioned that repairs might be covered.
7. Discussion and possible action on long term planning, fire dept. needs, priorities, vision and policies: development of standard operating guidelines, policies and procedures.
- Bob mentioned possible tax increase in future which can take up to a year to finalize. We agreed to wait until the need arises.
8. Closed Session (if necessary): personnel matters, awards; recognition program, etc.
9. Adjourn: motion by Bill, second by Bob, all agreed. Mitch closed meeting at 6:40 pm
