PANGUITCH CITY COUNCIL MINUTES PANGUITCH CITY OFFICE CONFERENCE ROOM, 25 S 200 E PANGUITCH, UTAH 84759 APRIL 23, 2024, 5:30 PM Those present at the City Council meeting were Mayor Pro Tem Paul Dastrup, City Manager Mat Houston, City Recorder Tyrissa Howell, and Council Members Mike Sarles, Tracy Wright, and Cindy Stewart. Mayor Kim Soper, City Attorney Barry Huntington, and Council Member David Dodds were absent. Others present were Kevin Smedley, Nancy Dalton, Judd Hill Julie Bishop, Ed Ryan, and Beth Ryan. The meeting was called to order at 5:30 p.m. OPENING CEREMONY Mayor Pro Tem Paul Dastrup conducted the opening ceremony. ADOPTION OF THE AGENDA Mike Sarles moved, seconded by Tracy Wright to adopt the agenda. The motion passed with all in favor. APPROVAL OF THE MINUTES Cindy Stewart moved, seconded by Tracy Wright to approve the March 3, 2024 minutes. The motion passed with all in favor. Tracy Wright moved, seconded by Cindy Stewart to approve the April 10, 2024 emergency meeting minutes. The motion passed with all in favor. BUDGET UPDATE/ACCOUNTS PAYABLE APPROVAL City Treasurer Carla Farnsworth discussed the budget with the City Council. The General Fund revenues are at 86% and the expenditures are at 66%. The Water Fund revenues are at 87% and the expenditures are at 93%. The Sewer Fund revenues are at 83% and the expenditures are at 83%. Carla stated that the tentative budget for 2024-2025 must be approved at the next city council meeting and then finalized at the May 28th City Council. NANCY DALTON - HIGHWAY 143 PATCHWORK PARKWAY Mike Sarles moved, seconded by Tracy Wright to approve the $4000 match and $10,823 in-kind work to the Utah Highway 143 Patchwork Byway grant program. The motion passed with all in favor. KEVIN SMEDLEY - GENERAL PLAN Mike Sarles moved, seconded by Cindy Stewart to approve the General Plan. The motion passed with all in favor. JUDD HILL - AIRPORT RUNWAY REHAB Judd Hill from Armstrong Engineering stated that runways need to be refinished every 10-15 years. The $2,446,563 FAA grant requires a 5% match of $114,000 from Panguitch City. Mike Sarles moved, seconded by Cindy Stewart to accept the recommendation to award the airport runway rehab bid to Sunroc. The motion passed with all in favor. OLD LANDFILL PROPERTY Tracy Wright moved, seconded by Mike Sarles to accept the bid of $28,000 to purchase the old landfill property from Luke Stewart. The motion passed. Cindy Stewart abstained. SHORT TERM RENTAL - NEBEKER @ 385 N 100 W Mike Sarles moved, seconded by Tracy Wright to approve the short-term rental for Kevin Nebeker at 385 N 100 W. The motion passed with all in favor. Department reports Dense Housing - The City Council and Planning and Zoning would like to meet for another work meeting on dense housing. The Planning and Zoning asked for clarification on what is wanted. Library - The library has been approved to distribute food boxes. The boxes of shelf-stable food will be available for 10 weeks, to children under 18 and do not require any paperwork. The Library Board had a board training on April 22nd. Pending Business - The City Council asked to have pending business added to the agenda. Picnic Tables - The Park Service has some picnic tables available for Panguitch City. Co-working Space Door - The lock on the door to the co-working space needs to be repaired and will cost $2500 to fix. 9-11 Service Project - The 9-11 service project committee is looking for service project ideas for the 9-11 day of service. Landfill - City Manager Mat Houston and Council Member Cindy Stewart met with Chuck Hughes to discuss the landfill. Panguitch Lake Dam - The water at Panguitch Lake is 40 inches below the top of the dam and 10 inches below the crack. Repairs will not begin until after the spring runoff. Ball Fields - HMH dug through ball field sprinkler lines. The city is repairing the lines now, but the cost will be billed to HMH. Summer Help - The summer help position has been adverted at $13 in the past, and the City Council discussed raising it to $15. Marilyn Bulkley Memorial Park - The water in Panguitch Creek is hitting the bridges at the Marilyn Bulkley Memorial Park. Subdivision Ordinance - Sunrise Engineering is working on updating the subdivision ordinance. The update must be complete by December 31st.
