9.A. SECONDARY SYSTEM PHASE III CONSTRUCTION CONTRACT AWARD, KIRBY WOLFINJER
In June 2023 Roosevelt City was awarded a $2,000,000 grant through the secondary metering
program ran by the Utah Division of Water Resources. The project is to expand the secondary
water system into areas of the City already developed, so that the impact to the culinary system
during summer months can be lessened, and to conserve water. The project was designed,
advertised, and bid with two bids being submitted. JCI is the low bid, and the submitted bid met
all the requirements in the bidding documents. JDE recommends the award of the contract to
JCI.
9.B. ROOSEVELT CITY - 2025 STREETS RECONSTRUCTION AND TRANSITE REPLACEMENT, KIRBY
WOLFINJER
Roosevelt City has funding for the replacement and installation of 18' water line on Page Bench
along with transite water line replacement in the amount of $2,951,400 from DDW. A total of
$2,841,400 is in a loan with 100% principal forgiveness and $110,000 in local contribution. The
funding allocated for transite replacement would best be used in conjunction with the available
budget for the 2025 street reconstruction project. The planned 2025 street reconstruction has a
preliminary budget of $1,605,800 which includes cement treatment for the proposed roads.
There are two attached probable costs showing the transite replacement cost and the street
reconstruction cost. Additionally, there is an attached exhibit that shows what is proposed to be
completed.
9.C. MAIN STREET FLOWER CARE AWARDING BID, DUSTIN GLINES
Roosevelt City solicited proposals/bids for flower care for the 2024 season. The bids received
were from Kathie and Adrion Walker, Stacie Bertoch, and the Thompsen House of Hope.
City Staff recommend awarding the bid to the Thompsen House of Hope. For 3,000 per month
from May 1st to Oct 25th, 2024. This bid they will water the flowers daily. We need a final
approval from Mayor and council.

9.D. AIRPORT OVERLAY ZONING DISTRICT APPROVAL, DREW ESCHLER
HB 206 has mandated we adopt an airport area or zone to protect airports in accordance with
the
FAA regulations for airspace. Duchesne county has employed JUB to come up with this draft
and
has asked Roosevelt to consider adopting this ordinance as well.
9.E. STRATA/ UTAH COMMUNICATIONS AUTHORITY (UCA) CONTRACT MODIFICATIONS , DREW
ESCHLER
Roosevelt city has an existing contract for a site on 'R' hill that strata is currently leasing for a
tower site. UCA has approached Roosevelt city about a site on the 'R' hill for a radio tower site
to
upgrade 911 communications. After review, they want to use the strata tower that is located on
the
leased site from Roosevelt to strata. In order to do this, strata wanted to review the existing
contract with Roosevelt city and modify the co location section. Where this is a non profit
government organization and would be a direct benefit to our first responders, Strata did not
want
to charge UCA and in turn be billed by Roosevelt City per the existing contract. In addition Strata
wanted to exchange the leased site they currently have for a parcel that they own just adjacent
to
this location. similar in size.
