3. Consider approval of minutes for December 11, 2023, regular meeting
4. Consider approval of Nov-Dec 2023 disbursements
5. Consider approval of budget to actual revenue and expense of Nov-Dec 2023
6. Consider approval of Resolution 2024-02-01 to grant District Manager discretion over the
disposition of surplus, obsolete, or unusable personal property.
Background and information: The District has two unused trailers that are no longer
required for service. These aging trailers have minimal financial or functional value. A
resolution is required to enable disposal by public auction of this kind of property.
7. Consider approval of Republic Services construction reimbursement request for Cell 5B
Background and information: Landfill Operation agreement provides Republic Services to
request reimbursement for certain costs associated with new cell construction. They are
seeking $94,000 for over excavation expenses associated with Cell 5B.
8. Consider approval to develop a Landfill Gas to Energy Program
- Vespene Energy Presentation
Background and information: Landfill gas generated by the Washington County Landfill is
currently burned off at the flare. A more desirable solution to the disposition of landfill gas is to
create energy in some form. This capital-intensive solution requires minimum flow rates and
methane % for financial feasibility to which the landfill has now reached. A phased approach is
recommended. Vespene Energy will present a summary of opportunities for a gas to energy
program and their due diligence efforts to understand the capabilities of the landfill. The
District seeks approval to develop a gas to energy program at zero cost to the District subject to
a Board approved agreement.
9. Infrastructure Improvement Project Update
Background and information: Dirt work is underway with grubbing on the site. Above-grade
building permit acquisition is still in progress with Washington City. The target date for an
official ground-breaking ceremony is set for Friday, March 1st.
