Castle Valley Fire Protection District Castle Valley Fire Commission JANUARY REGULAR MEETING Thursday January 11, 2024 6:00 pm Electronic Meeting Only Due to COVID-19 and other respiratory illnesses Electronic Meeting Determination Consistent with provisions of the Utah Open and Public Meetings Act, Utah Code Ann. ยง 54-2-207(4), Mitch Stock, Chairman of the Grand County Service Area for Castle Valley Fire Protection issues this Determination supporting the decision to convene electronic a meeting of the Fire Commission via Conference Call without a physical anchor location. Due to the COVID-19 pandemic Meetings at the anchor site may present substantial risk to public health and safety. Taking into consideration public health orders limiting in-person gatherings. This determination expires 30 days after the day on which the Chairman has made the determination. The public can join the Conference Call Meetings or submit comments through emails (brau30@gmail.com). Call to Order: 6:00 pm 2. Public Comment: a. none 3. Approval of Minutes, December 2023 meeting a. Motion oto approve by Bob, 2nd Mitch, all approved 4. Administrative Issues and Updates a. None 5. Chief's Report: Ron Drake - No fires since last mtg and no fires in 2023 - Fire Department held its annual end of year party; jackets have arrived and Ron will distribute them to members at the next training meeting. - Generator seems to be working ok - Greg and Ron installed a wind sock at station 1 - National fire incident report filed, as is done every month - Sales tax report in for the past year and the last quarter of 2023 - May have to replace the battery on engine 37 as it is not holding a charge - Only one person going to winter fire school 6. Treasure's Report: Bob Russell - State Fire Marshall grant reimbursement now requires names and dates for all volunteer hours - Revenue and expenses are as expected; well within total budget; interest higher than budgeted; - We may want to think about a tax increase in the not to distant future to account for increased expenses. - $500 donation from Carol Drake. 7. Discussion and possible action re.: Community Wildfire Preparedness Plan - We need a public hearing on the plan. Then Fire Commission will sign the plan and send to the state. - Need to change SOG to reflect doing every 5 years, rather than 2 - We agreed to hold a public hearing on the Plan at the February meeting 8. Discussion and possible action re.: CIB project input - Mitch would like money for a new tender - Bob-for a new fire station at Lot 13, we need money to do a study to determine what is needed and cost and for architectural plans; Jazmine suggest getting a grant for design and engineer and separate grant for construction. - CIB only has loan money and only wants projects that can be done in 2024 - Bill suggested expanding station 1 to make it a regional fire station. - Add tender to CIB list; Bob will do - SE Utah association of local governments staffer can help with applying (Tamara) 9. Discussion and possible action on long term planning, fire dept. needs, priorities, vision and policies: development of standard operating guidelines, policies and procedures. - Change SOG for fire plan to make it 5 years instead of 2 - Look at list of projects in fire plan at Feb meeting 10. Closed Session (if necessary): personnel matters, awards; recognition program, etc. 11. Adjourn: Moved by Bill; Mitch 2nd; all agreed. 7:10 pm
