REQUEST FOR PROPOSAL (RFP)
CONSTRUCTION MANAGEMENT/GENERAL CONTRACTOR SERVICES
Layton City hereinafter referred to as the 'Owner', is seeking responses to a Request for Proposal for Construction Management/General Contractor services to build a new 9-1-1 Dispatch Center and Emergency Operations Center for the Layton City PSAP (Dispatch and Emergency Operations Center) Facility (the 'Project').
ESTIMATED FIXED LIMIT OF CONSTRUCTION COSTS (FLCC): $13,500,000.00

Proposals must be submitted to Layton City Police at 429 N Wasatch Dr. Layton Utah 84041 prior to the submission deadline of Tuesday, March 5, 2024 at 12:00, Noon.
General Proposal Requirements:
A mandatory pre-proposal meeting will be held on February 22, 2024 at 10:00 a.m.at 429 N Wasatch Drive, Layton, Utah 84041. Proposals will not be accepted from proposers that do not attend the mandatory pre-proposal meeting.
- Proposals shall reflect the best and most current information and offers.
- Proposals received after the deadline will not be considered.
- CM/GC responding to this RFP shall have completed similar municipal, county or state facilities utilized for delivery of critical public services and activities. The responding firm shall also demonstrate a general history of constructing other projects for municipal, county or state agencies.
- To be considered for the project, the consultant shall submit one (1) electronic proposal utilizing a thumb drive in PDF and delivery of (1) hardcopy. Materials shall be 81/2' x 11', portrait format. Schedule may be 11' x 17' landscape style format. Proposals will be submitted electronically with a file size not exceeding 10MB.
- The proposal shall not exceed 25 pages, exclusive of covers and dividers.
- Fee proposal shall be delivered in a sealed envelope and shall not count toward the page limit noted previously.
- All proposals shall become the property of the Owner.
- Information contained in the proposal must be clearly marked and delineated.
- The Owner may release any information contained in the proposal that is not marked and delineated as proprietary within 30 days following execution of a contract for services.
The Owner reserves the right to reject any or all proposals, to waive any informality or technicality, to seek additional proposals, or to accept proposals deemed to be in the best interest of the Owner.
