Public Notice is hereby given that the Board of the Washington County Solid Waste District will hold a regular meeting and Public Hearing at the Washington County Building, 3rd Floor Training Room located at 111 E Tabernacle St, St. George, Utah on Monday, December 11, 2023, commencing at 5:00 p.m. 1. Pledge of Allegiance 2. Consider approval of minutes for October 9, 2023, regular meeting & public hearing, and November 13, 2023, special meeting 3. Consider approval of Sep-Oct 2023 disbursements 4. Consider approval of budget to actual revenue and expense of Sep-Oct 2023 5. Consider approval for proposed 2024 Board meeting schedule Background and information: Utah Code 52-4-202(2)(a) requires that the District give public notice at least once each year of its annual meeting schedule 6. Discussion of Board member term status and new Board member installation Background and information: WCSW Administrative Control Board members whose terms are extended through election results, or are newly elected, or are otherwise selected, require a resolution by their city/town that appoints or reappoints them to the Board. That resolution is forwarded to the Washington County Commission where a County resolution is created and submitted to the District. These actions must be completed prior to February 2024. 7. Infrastructure Improvement Project Update Background and information: The CIB loan which funds the project is scheduled to close on Thursday, December 14th. The SIRQ Construction agreement (the project's newly selected general contractor) is substantially complete pending Board approval. SWPPP approval by Washington City is expected to be ready by the end of December. Dirt work on the property is expected to commence in January with an associated official ground-breaking ceremony. 8. Consider approval of Construction Contract with SIRQ Construction Background and information: The construction project agreement with SIRQ Construction as general contractor is substantially complete with Board approval requested subject to final changes agreed upon by the Executive Board members. 9. Consider approval of Amendment of Professional Services Agreement with Galloway Background and information: Galloway & Associates has acted as the District's Architectural and Engineering team through the design phase of the Infrastructure project. The proposed amendment to the original agreement retains their services through the construction phase of the project to completion. Request Motion to Open Public Hearing 10. Public Hearing and consideration of resolution to adopt 2024 Final Budget Background and information: The 2024 Tentative Budget was adopted in the Board meeting held on October 9, 2023, and has been available for public inspection. District now recommends approval of the 2024 Final Budget as presented. Request Motion to Close Public Hearing Adjourn
