2. OPEN COMMENT PERIOD
The Open Comment Period provides an opportunity to address the Mayor and City Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are to state their names for the record. Comments, which cannot be made within these limits, should be submitted in writing to the City Recorder at nancy.dean@clearfieldcity.org.
The Mayor and City Council encourage civil discourse for everyone who participates in the meeting.
3. CONSIDER APPROVAL OF RESOLUTION 2023R-13 AUTHORIZING THE INTERLOCAL AGREEMENT FOR JOINT EMERGENCY MANAGEMENT SERVICES WITH CLINTON CITY AND WEST POINT CITY
BACKGROUND: The three cities of Clearfield, West Point and Clinton have done their best to provide emergency management services for their respective communities and organizations, but when the responsibility is assigned to a staff member that has a different primary role or who is part-time, the investment tends to be insufficient and inefficient. This Agreement would allow for the sharing of a full-time employee to oversee emergency management responsibilities. Clearfield City would act as the 'Employment Agency' meaning that the Emergency Manager will be on Clearfield City's payroll. Clearfield will provide the benefits, vehicle, computer, etc. for the position. Clinton and West Point will be involved in the hiring process and decision making, as well as budget preparation. Cost of the shared program will be allocated to each city based on population, and Clearfield will send invoices to Clinton and West Point. The three cities will meet at least quarterly to coordinate the emergency management efforts. A primary expectation is that the emergency manager will secure an Emergency Management Performance Grant, which would reduce the total cost allocated to each city.
RECOMMENDATION: Approve Resolution 2023R-13 authorizing the Interlocal Agreement for Joint Emergency Management Services with Clinton City and West Point City and authorize the Mayor's signature to any necessary documents.
4. CONSIDER APPROVAL OF RESOLUTION 2023R-14 AUTHORIZING AN INTERLOCAL AGREEMENT WITH DAVIS COUNTY FOR 3RD QUARTER SALES TAX FUNDING FOR THE DEPOT STREET AND 1450 SOUTH EXTENSION
BACKGROUND: In an effort to offset the costs of the construction of the Clearfield Station Transit-Oriented Development, staff applied for funding from Davis County's program dedicated for funding necessary transportation projects. The application was successful and the City is awarded $6M conditional upon the completion of the right-of-way purchases. At this time, there are only two more properties pending.
RECOMMENDATION: Approve Resolution 2023R-14 authorizing an Interlocal Agreement with Davis County for 3rd Quarter Sales Tax Funding for the Depot Street and 1450 South Extension and authorize the Mayor's signature to any necessary documents.
