Approval of Agenda Order 2. Disclosures and Declarations of Conflicts from Council Members and Mayor. C. CONSENT AGENDA: 1. Review and possible approval of meeting minutes from September 6, 2023 Regular Meeting and September 20, 2023 Special City Council Meeting. 2. BUSINESS: 1. Discussion and possible action on parcel locker cement pads in Toquerville. 3. Discussion and possible action on assigning a Toquerville City Code Enforcement Officer. 4. Swearing in of Toquerville City Code Enforcement Officer 5. Discussion on Ordinance 2023.XX - General Plan Applicability to modify the consistency policy. 6. Discussion and possible action on Resolution 2023.XX - Modifying the Uniform Fee Schedule to modify business licensing fees, cemetery fees, animal licensing fees, land use fees, park pavilion and ballpark field fees to include pickleball fees. 7. Discussion of the character, professional competence, or physical or mental health of an individual 2. Strategy sessions to discuss the purchase, exchange, or lease of real property, including any form of a water right or water shares. J.
