Description/Agenda

1. Pledge of Allegiance 2. Consider approval of minutes for June 12, 2023, meeting 3. Consider approval of May-Aug 2023 disbursements 4. Consider approval of budget to actual revenue and expense of May-Aug 2023 5. Hinton Burdick Audit Results (Presentation) 6. Consider approval for Hinton Burdick 2024 engagement letter 7. Presentation of the State Auditor's Office 2023 Fraud Risk Assessment Background and information: The State Auditor's Office has mandated that all Public Entities complete the enclosed self-assessment annually. 8. Consider approval for Resolution to implement a Cash Receipting and Deposit Policy Background and information: To continue internal efforts that minimize fraud risk, Staff recommends implementing a formal policy and for handling cash receipts and deposits. This procedure is in alignment with the intent of the Fraud Risk Assessment. 9. Consider approval of recycling agreements Background and information: The District has been accepting recycling material from a small list of entities outside of Washington County. These include Bryce Canyon National Park, Southern Utah University, and Recyclops (Corporate and Cedar). We've not been able to locate approved agreements with these entities. Staff is requesting approval to formalize agreements with these entities as well as an additional entity that services Bryce Canyon Lodge (Aramark Destinations). 10. Infrastructure Project Update Background and information: There have been significant delays in obtaining permits. RFP expected release on October 4th to pre-qualified contractors for bid. A bidders' conference will be held at the site on October 12th. The RFP will close on October 27th. A special Board meeting will be held in November via Zoom (with an anchor location at the District office) to award the contract. Construction will commence ASAP following the award. 11. Consider approval of proposed 2024 COLA adjustment to pay scale Background and information: Considering ongoing inflationary pressures to the households of our employees, Staff proposes a modest 3% COLA adjustment to the pay scale for 2024. The proposed COLA increase is on the conservative end of what our County and Municipalities are doing for their employees. 12. Consider approval of resolution on 2023 Budget amendments Background and information: Unforeseen expenses that occurred in 2023 require the adoption of an amended budget. These include both revenue and expense accounts. For example, shared costs associated with cell development expense, Binnie recycling transport expense, and the clean dirt revenue account. 13. Consider approval of 2024 Tentative Budget Background and information: At least 7 days prior to adoption of the final budget, the Board must adopt a Tentative Budget to be available for public review. Staff has compiled and recommends approval of the Tentative 2024 Budget for Board consideration and approval. This 2024 Budget considers, among other things, the debt servicing requirement for the CIB infrastructure improvement loan. Request Motion to Open Public Hearing (6:00 PM) 14. Public Hearing and consideration of resolution to adopt 2024 Master Schedule of Fees Background and information: The resolution to adopt the proposed fee schedule for the calendar year 2024 incorporates the annual 2.5% increase as contracted in the agreement with Republic Services. Request Motion to Close Public Hearing 15. Request a closed session to discuss litigation, security, property acquisition or sale or the character and professional competence or physical or mental health of an individual. Adjourn
