NOTICE OF AVAILABILITY FOR PUBLIC REVIEW AMENDMENT #1 TO ANNUAL ACTION PLAN July 1, 2023-June 30, 2024 Notice is hereby given that Ogden City is proposing Amendment #1 to its Annual Action Plan Fiscal Year 2024 (AAP FY24 Amendment #1) and is providing a draft for public review during a 30-day public comment period ending 5:00 p.m. October 17, 2023. The purpose of AAP FY24 Amendment #1 is to: 1) Adopt the HUD 2023 HOME Homeownership Value Limits; 2) Increase the Own In Ogden HOME budget by $250,000 HOME and $100,000 HOME Match funds and increase Own In Ogden program's goals to 50 down payment assistance loans; 3) Adopt a one-year (July 1, 2023 - June 30, 2024) CDBG overall Low- and Moderate-Income Benefit Certification Period; and 4) Approve an AAP FY24 HUD budget overall decrease of $64,900. Ogden's AAP describes the City's sources and details the uses of certain federal grant funds including: Community Development Block Grant (CDBG), CDBG-CV (from CARES ACT), HOME Investment Partnerships Grant (HOME), and HOME American Rescue Plan (HOME ARP); and non-federal HOME Match. AAP FY24 Amendment #1 proposes the following budget changes: CDBG funds decrease by $279,443, CDBG-CV increase $145,417, HOME funds increase $90,063, HOME Match funds decrease $20,937; for a total AAP FY24 Budget decrease of $64,900 HUD Funds. Amendment #1 to the AAP FY24 proposes the following Projects budget adjustments. CDBG programs: Target Area Public Improvements projects budget decreases by $172,324, Quality Neighborhoods AAP FY24 project's budget decreases $260,957, CDBG Administration (AD) increases $153,837; for a total CDBG budget decrease $279,444. CDBG-CV programs: Business Recovery Funds - Jobs increases $179,597, Business Recovery Funds - Microenterprise decreases $34,376, and CDBG-CV Admin increases $196; for a total CDBG-CV budget increase of $145,417. HOME programs: Own In Ogden increases $250,000, Quality Neighborhoods FY24 Projects budget decreases $218,274 and HOME AD increases $58,336 for a total HOME Budget increase $90,063. HOME Match: Quality Neighborhoods decreases $120,936, Own In Ogden increase $100,000, for a total HOME Match budget decreases $20,936. For a total AAP FY24 Amendment #1 expenditure budget adjustment decreases of $64,900. The public review period ends 5:00 p.m. October 17, 2023.
