REQUEST FOR PROPOSALS (RFP)
CONTRACTOR SERVICES
Request for written proposals for 1) paving Phase 1 of the Cedar Mountain
Winter Parking Area (CMWP), 2) SR-14; the approach and alignment to the
parking area; and 3) Deer Hollow non-motorized parking area. See attached
Plan Sets.
RFP Application Due: April 13, 2023 at 12:00 PM
CONSTRUCTION DOCUMENTS
Project Documents can be view by appointment at the Engineer Office, Dixie
Nation Forest, 820 N Main Street, Cedar City, UT.
BACKGROUND
Iron County along with the Dixie National Forest Service, Kane County, UDOT,
Utah Outdoor Recreation Division, Tread Lightly, and other interested parties
have designed a plan for winter recreation parking adjacent to SR 14 near the
two county boarders. The project when complete will allow winter recreation
enthusiasts sites to park for motorized and non-motorized activities. The
designated parking areas will reduce winter hazards of parking along the
highway shoulder and further the winter sports enjoyment.
SITE INSPECTION AND QUESTIONS:
Site inspections is scheduled for viewing projects: April 4, 2023 at 1:00 PM
NOTE: Preference given to contractors that attended site inspection
PROJECT DESCRIPTION
1. Cedar Mountain Winter Recreation Parking Lot Paving Phase 1 -
Motorized Parking Area and Approach.
Location: The project is located in the Cedar City Ranger District of the
Dixie National Forest, Iron County, UT, in Section 31, T 37 S, R 8 W. It is
located approximately 21.8 miles East of Cedar City, UT. The project may
be accessed from State Highway 14 and Forest Road 3438.

Paving: Paving prepared parking lot east of the approach per UDOT
specifications.
Scope of Work: The work includes paving a 3' Bituminous Wear surface.
The contractor may propose a mix design that shall be approved by the
Dixie National Forest Engineer.
Optional Work: Optional work that may be awarded includes all work
described above associated with:
- Painting parking stall lines and accessible markings and messages as
shown on the drawings.
Traffic Control: The contractor shall provide any necessary traffic control
and follow the Manual on Uniform Traffic Control Devices (MUTCD).
Testing: The contractor shall comply with all required testing as outlined
in the UDOT Specifications. A list of third-party inspectors is available
upon request.
2. Approach Lane for Phase 1 Parking Lot.
Location: The project is located in the Cedar City Ranger District of the
Dixie National Forest, Iron County, UT, in Section 31, T 37 S, R 8 W. It is
located approximately 21.8 miles East of Cedar City, UT.
Paving: This portion of the project entails paving prepared approach for
the motorized parking area according to UDOT plan set. Reshaping and
compacting the existing base course according to UDOT's specification
are considered incidental to paving. Contractor required to stake approach
as specified in plans.
Scope of Work: Scope of work is in based on UDOT requirements
according to the plan set.
- Painting lines on the approach per UDOT requirements.
Traffic Control: The contractor shall provide any necessary traffic control
and follow the Manual on Uniform Traffic Control Devices (MUTCD).
Testing: The contractor shall comply with all required testing as outlined
in the UDOT Specifications. A list of third-party inspectors is available
upon request.
3. Deer Hollow Parking Lot Paving.
Location: The project is located in the Cedar City Ranger District of the
Dixie National Forest, Kane County, UT, in Section 06, T 38 S, R 8 W. It is

located approximately 22.5 miles East of Cedar City, UT. The project may
be accessed from State Highway 14.
Scope of Work: The work includes paving a 3' Bituminous Wear surface
on the exiting base course. The contractor may propose a mix design that
shall be approved by the Dixie National Forest Engineer.
Optional Work: Optional work that may be awarded includes all work
described above associated with:
- Painting Parking stall lines and accessible markings and messages as
shown on the drawings.
Testing: The contractor shall comply with all required testing as outlined
in the UDOT Specifications. A list of third-party inspectors is available
upon request.
Time Line Projects:
Start Date - May, 2023
Completion Date - End of August, 2024
SCOPE OF WORK
The scope of work will include, but not be limited to, the following functions:
Contractor is responsible for all measurements to determine material
quantities.
Contractor is responsible to transport and disposal of all excess asphalt.
Meet and work with Iron County/Forest Service representatives to
determine and meet the objectives of the project.
Any changes to project or products being used from bid documents will
need to be approved, in writing, by Iron County.
There shall be nothing implied in the project that indicates future work for
the awarded contractor beyond the scope of this single project.
The Forest Service has applied and received an Access and
Encroachment Permit for Traffic Control. The Contractor shall be
responsible for implementing traffic control and to comply with the
approved access and encroachment permit.
Successful bidder must be able to complete the work in the time that has
been set.
Provide a copy of the company's Utah State Contractors license number.
Provide a copy of the company's or individual's business license.
Provide proof of liability insurance two million (2,000,000) minimum.
Provide evidence of Worker's Compensation.
INFORMATION REQUIRED FOR PROPOSAL
Detailed cost break down showing equipment, operator, labor and
materials.
Name, telephone number, and physical address of Contractor.

Provide an estimated time of completion for the project.
Provide any information you feel is unique to your company in conducting
this type of work, in regards to value, pricing, etc.
Successful bidder must be an equal opportunity employer that does not

discipline.
Provide an explanation of warranties for materials and labor.
Discussions may be conducted with responsible contractors who submit a
proposal determined by the specified county/forest service representative to be
reasonably susceptible of being selected for award for the purpose of assuring a
full understanding of and responsiveness to solicitation requirements.
Contractors shall be accorded fair and equal treatment with respect to any
opportunity for discussion and revision of proposals. Revisions may be permitted
after submission prior to the closing date and time when bids will be accepted.
In conducting discussions, there shall be no disclosure of any information derived
from a proposal submitted by competing contractors.

Submission of Bid: Bid materials shall be in an 8.5 x 11 format. All information
requested in the RFP must be addressed in the proposal. Proposals are due by
close of business on April 13, 2023 at:

Review of Bids
Review of bids will commence on April 18, 2023.
Award of Contract: The award of contract shall be made by April 20, 2023, and
shall be made to the submitter whose bid is determined to be the most
responsible and advantageous to the County, considering pricing, materials, and
the evaluation factors set forth in the request for bid. The request for bid is not to
be considered a commitment of any kind, for payment or costs incurred in the
submission of a bid or for any cost incurred prior to the execution of a formal
contract with Iron County
Reserved Rights
Iron County reserves the right to accept or reject any or all bids or proposals.
