PRESENTATION:
1. SWEARING IN OF NEW CLEARFIELD POLICE OFFICER WALKER WISE
PUBLIC HEARINGS:
2. PUBLIC HEARING TO RECEIVE PUBLIC COMMENT ON THE PROPOSED FIRST ADDENDUM TO THE DEVELOPMENT AGREEMENT WITH LOTUS ACQUISITIONS, LLC FOR PHASE 2 AND 3 OF THE LOTUS ANTHEM DEVELOPMENT LOCATED AT APPROXIMATELY 240 EAST 350 SOUTH (TIN: 15-072-0001).
BACKGROUND: The development agreement for the Lotus Anthem Project was approved by Council in 2019. The Lotus Anthem development encompasses the former Clearfield Mobile Home Park. The development has been planned in three (3) phases with the first phase and street improvements already underway. The first phase includes two (2) apartment buildings with a total of two hundred and ten (210) apartment units and thirty-three (33) townhomes. Phases two (2) and three (3) were originally planned to include sixteen (16) townhomes and fifty-four (54) townhomes, respectively. The second and third phases will include the completion of the public street improvements along Bowen Boulevard and the connection of Carter Lane to 350 South. The developers asked for an addendum to the agreement. The Planning Commission reviewed the request on October 5, 2022 and recommends approval. A public hearing was scheduled on November 8, 2022 but was tabled so Council could review and discuss some additional modifications requested by the developer in a work session.
3. PUBLIC HEARING TO RECEIVE PUBLIC COMMENT ON THE PROPOSED LAKESIDE APARTMENTS DEVELOPMENT AGREEMENT FOR THE MIXED-USE PROJECT LOCATED AT APPROXIMATELY 325 THROUGH 375 SOUTH STATE STREET.
BACKGROUND: The applicant is requesting a development agreement for Form Based Code modifications for the subject properties, which would be a mixed-use project with amenities around Mabey Pond. The Planning Commission reviewed the request on July 20, 2022, and recommended approval. A public hearing was scheduled with the City Council for August 9, 2022; however, it was tabled so the Council could work with the developer to finalize a few outstanding details in the development agreement. A second public hearing was scheduled for September 13, 2022 but was again tabled because the Council and the developer were still finalizing some of the details for the agreement. The Development Agreement has been finalized and the City Council is ready to consider its approval.
