CALL TO ORDER: 1. Call to Order - Mayor Justin Sip 2. Pledge of Allegiance - Councilman Chaves 3. Statements of Belief/Opening Prayer - Councilman Bringhurst B. APPROVAL OF AGENDA: 1. Approval of Agenda Order 2. Disclosures and Declarations of Conflicts from Council Members and Mayor. C. CONSENT AGENDA: 1. Review and possible approval of meeting minutes from October 5, 2022. 2. Review and possible approval of City Expenditures from July 2022, August 2022, and September 2022. D. CITY DEPARTMENT REPORTS: 1. City Manager - Afton Moore E. PUBLIC FORUM: Limit three (3) minutes per person; please address the microphone and state full name and address. Please note there will be no response by any city official during this time. For specific questions, please contact city staff directly. F. BUSINESS: 1. Oath of Office for Mayor Justin Sip 2. Discussion and possible action on appointing Mayor Pro Tempore. 3. Oath of Office for Mayor Pro Tempore. 4. Discussion and possible action on Resolution 2022.XX - HVFSSD representative appointment. 5. Discussion and possible action on Resolution 2022.XX - ACSSD Mayoral representation to the Administrative Council. 6. Discussion and ratification of Levi Savage Monument from the Toquerville Cemetery to Toquerville City Hall (Phone call vote was taken on October 5, 2022. Vote was 3-0). 7. Discussion and possible action on Preliminary Site Plan for Sapp Brothers Travel Center submitted by Sapp Bros Inc. Tax ID T-3-0-27-3410 & T-3-0-27-315. Current zoning is Highway Commercial. 8. Discussion and possible action on Preliminary Site Plan located at 1801 Cool Breeze Way, Toquerville, UT submitted by Jerry Eves. Tax ID T-3-0-22-322, T-3-0-22-3211. Current zoning is Business Manufacturing. G. CALENDAR OF EVENTS: 1. Halloween Festival - Monday, October 31, 2022, at Church Parking Lot 5:30 PM - 7:30 PM. 2. Toquerville Turkey Trot Trails Run - Thanksgiving Day Thursday, November 24, 2022, at Center Street Park 10:00 AM. 3. Cr che - December 1, 2 and 3, 2022, at City Hall Thursday & Friday from 6:00 PM - 8:00 PM and Saturday from 1:00 PM - 8:00 PM. 4. Christmas Tree Lighting - Saturday, December 3, 2022, at City Hall 6:00 PM. H. CLOSED SESSION: 1. Discussion of the character, professional competence, or physical or mental health of an individual. 2. Strategy sessions to discuss the purchase, exchange, or lease of real property, including any form of a water right or water shares. G.
