Date: September 20, 2022 3:00 P.M. Location: Emery County Administration Building 75 E Main Street, Castle Dale, Utah Emery County Board of Commissioners: Lynn Sitterud, Chairman Kent Wilson Gil Conover -Pledge of Allegiance/ Invocation- (Note to the public: The consent agenda consists of item(s) that are considered to be routine in nature and will be enacted in the form of one motion. Any items can be removed from the consent agenda and heard in its regular order at the request of any commissioner.) CONSENT AGENDA Items to be pulled for discussion by the Board will be placed first on the list of discussion items. All other consent agenda items will be approved in one motion. Approval of check edit list, requisitions, and dispositions. Approval of the September 6, 2022 Commission Meeting Minutes. NOTIFICATION selected Lillee Tuttle as a part time Head Lifeguard working 19.75 hours per week. Wage Grade 5. Effective 10-1-22 NOTIFICATION selected Kimra Phillips as a part time custodian for the Emery Library. Working 7.5 hours per week. Wage Grade 6. NOTIFICATION selected Kendra Bell as a part time Assistant Librarian for the Elmo Library. Working 7.5 hours per week. Wage Grade 7 Approval to donate a $250 gift basket to the Utah Association Fall Conference. Approval of Maegan Wilberg to be a volunteer at the Museum of the San Rafael, specifically the Paranormal Event. Approval of Julie Janus to be a volunteer shuttle driver of a county vehicle for the Joe's Valley Fest. Approval to appoint Loni Meadows as the Green River representative on the Emery County Recreation Board. Discussion Items Items that require discussion before approval by motion. Items pulled from the consent agenda. PUBLIC HEARING: to receive public comment regarding proposed zoning changes to parcels of land located at and/or adjacent to the San Rafael Energy Research Center. Safety Minute Presentation by Thad Morris, Safety Coordinator and Sign Manager at the Road Department. Award of $100 Safety Visa Gift Cards. RATIFICATION of approval to cover the $35 fee for part time employees and EMT's who chose to have a flu shot at the upcoming Wellness Clinic. RATIFICATION of approval of JAG Block Grant Application. Discuss/Approve/Deny request for funding support from Deri Thatcher to attend FFA National Convention. Discuss/Approve/Deny changing zoning declaration of parcels 4-19-30 and 4-19-29 to Industrial. Discuss/Approve/Deny closing of BOE. Discuss/Approve/Deny BOE changes for 2022. Discuss/Approve/Deny veteran, blind and homeowner's tax credit abatements. Discuss/Approve/Deny low income abatement for Ryan Cowley. Discuss/Approve/Deny purchase order between Emery County and Unified Fleet Leasing Services for the 2023 lease vehicles. Discuss/Approve/Deny Bylaws for the Emery County Council of Governments. Discuss/Approve/Deny beginning the process to dispose of parcel 4-29-1. Discuss/Approve/Deny beginning the process to dispose of a portion of parcel 1-175-9. Discuss/Approve/Deny transferring 2022 State PILT Money to the EMSSSD and SRSSD. Commission/Elected Officials Reports. Adjourn. Any other business which may regularly come before The Board.
