1. The Community & Public Comment
Kelly Gillins-Sunrise Engineering( cloud utilities mapping)
Sunrise Engineering a few years ago had gpsed and mapped all of Tropic's water features in the cloud. There are links to all the utilities. Kelly stated he is trying to reintroduce this to the town and show us what we have and have access to. Kelly wants to know if the town would like to continue with the subscription. Pictures and documents can also be added to the meters by the editors. The cost is $1075 per year.
Gene stated that it has been a useful tool in the past and that we could have Brett and Dani be the editors for the mapping. Mike made a motion to approve that Tropic keeps using the utility mapping. Syd seconded the motion and the motion carried.
Elaina Parcell -July 4th Festivities
Elaina gave a recap on the 4th of July festivities. Elaina stated that there was some miscommunication with the Coalition on covering the costs of the game prizes and after renegotiating with the coalition, the Coalition said they would pay up to 30 dollars per person which makes them $102 short. Elaina asked if the town could cover that charge so that we could honor the prize that was promised. Mike made a motion to cover the $102 for the prize. Gene seconded the motion and the motion carried.
2. Planning Commission
Alma Fletcher- Well in Tropic for Cannonville
Alma would like to drill a test well. Alma said the reason for coming to the Town of Tropic is because it will impact Tropic's property since they will need a big protection zone as it will be a shallow well. Alma stated that Cannonville needs a secondary source of water. Travis suggested that the next steps would be for Alma to contact Sunrise Engineering who could then get us a rundown on what exactly it entails. Travis suggested Alma could take this to Cannonville city council and see if this would at all be beneficial to both Tropic and Cannonville by letting Tropic use some of the water. Alma said they would like to drill a test well before getting the engineers involved. Alma said he will get a permit and then bring it to the town office. Gene suggested that we consult with our attorney and engineer so that we don't have litigation issues where we already protested another well. Sydney suggested that we contact the land owner of where the well will be located to ensure they understand and are ok with this project.
Annette Chynoweth- Saving old barn
Annette came with intentions to find a way to save the old barn. She said that after talking with Gene, prior to the meeting, she realized it would cost way too much to restore.
Annette then asks if it were possible to keep the bathrooms open at the park, to prevent people squatting in the park. Gene mentioned that if we keep them open, they would need to be cleaned often and we are short handed right now. Travis stated that keeping the bathrooms open would cause other issues and messes at the park. Mike had an idea of putting a porta potty in the park. Gene suggested having the porta potty there for a 30 day trial run to see how it goes. Mike made a motion to put a porta-potty in the park for a month to see if it resolves the issue. Gene 2nded it and the motion carried.
Annette then asked if we would get the splash pad running again at the park. Travis stated that he spoke to the health inspector and there are a lot of maintenance and health regulations that need to be in place to run and operate the splash pad. Discussion was made on the possibilities of things that could replace the splash pad. Travis recommended that a public hearing be held to hear from the public about this matter.
Steve McCleery-questions about current zoning for Parcel #s 08-0073 and 0199
Steve McCleery is a developer from Draper who was asked by the property owner, Nancy Williams to do some planning. Steve asked questions about these parcels and what the town would like to see happen at this property. Discussions were had about water and sewer. Travis stated that whatever they put there needs to adhere to Tropic's General Plan. Syd made a statement to keep it something that will beautify Tropic.
3. Employee Report
Dani had a question if Megan Brinkerhoff needed to come to the meetings to get approval for her kennel. Gene stated that she is in compliance with the ordinance but just needs to come and get approval since she hasn't done that yet.
4. Animal Control/Licenses
Mavis Strebel had a comment about a peacock that was loose and made a mess of her deck. Travis said if that happens again to call the city office and we can at least have someone assist getting it off of her property. If not, then the sheriff's department can help with this as well.
5. Financial Warrants
Approval of warrants
Cassie went over and explained all of the warrants for the month. Made a motion to approve the warrants.
Approve Donation to Garfield Memorial Hospital
The Garfield Memorial Hospital fundraiser dinner is on Aug 25th. Last year the town donated $750. Gene made a motion to approve.
Fundraiser money for 6th grade (ran games on the 4th)
Gene suggests setting a budget that we can use for the kids in the community to raise money. Travis tabled this for next month so we can see what the town can pay.
6. Culinary/Sewer
Change Larry Rose Construction order for Grout
There was a misunderstanding on the payment. Cassie will send 7,000 more dollars which is half of the overage charge.
7. Roads/Street
Sidewalk UDOT grant
The UDOT grant expires in 2023
Sydney makes a motion to scrap the grant. Mike 2nded the motion and then asked to amend the motion. See if we can extend mainstreet to 550 N.and include this portion of the sidewalk to that project while still using the grant or if we can use the grant for a transportation study. All in Favor. Motion carried.
Dani will contact Larry with UDOT and ask him if we can roll this grant into another project.
