Regular Meeting of the Washington County Solid Waste District June 27, 2022 Public Notice is given that the Board of the Washington County Solid Waste District will hold a regular meeting at the Washington County Commission Chambers located at 197 E Tabernacle St, St. George, Utah on Monday, June 27, 2022, commencing at 5:00 p.m. 1. Consider approval of minutes for April 11, 2022, meeting. 2. Consider approval of Mar-Apr 2022 Disbursements. 3. Consider approval of Budget to Actual revenue and expense of Mar-APR 2022. 4. Consider approval of replacing part-time scale house position with a full-time position. Background: Current part-time employee will be leaving in July. The request is to change the part-time position to a full-time position for the following reasons: 1) It takes 6 months to have a fully trained and functional attendant. 2) Before the end of the year we will have another attendant on FMLA for the full 12 weeks. 3) Our scale house supervisor is covering the window 4) We do not have sufficient resources to perform required load checks. 5. Request for clarification on Unsecured Load fines. Background: In the Dec 13th, 2021 Public Hearing a resolution to adopt a revised fee schedule was approved. The impact to the unsecured load fines was not delineated for commercial business. Previously the fines were set at twice the tipping fee @ 2 x 28.03 ($56.06). Staff recommends maintaining a 2x tipping fee fine for commercial regardless of what the current rate is or becomes. 6. Consider approval of the 2022 Financial Statement Audit engagement letter. 7. District Manager Report. 8. Public Hearing and consideration of approval to apply for CIB Loan to fund the Master Plan based Infrastructure renewal project. (after 6:00 PM) Background: The Community Impact Fund Board Grant & Loan Program is the lowest cost funding source for the Infrastructure renewal project with quoted rates of 2.0 - 2.5% APR. Overall costs are lower than a traditional Revenue Bond, and the District has no credit history. Close Public Hearing 9. Consider approval of awarding Request for Proposal #22-01 (WCSW Scale House, PCC, and Administration Design and Architecture) to Galloway. Background: Board approved release of RFP for design & architecture for the new Master Plan based Infrastructure renewal project occurred on April 5th, 2022. The RFP was reviewed prior to release and also RFP response by the WCSW RFP Committee. Based on the credentials, experience, and price, staff recommends awarding the RFP to Galloway. Adjourn
