County Business
- Juab County Commissioner Richard Hansen presented at the council meeting to answer questions about the new system for county digital mapping. He reported that the information is already public but will not be sold to a third party. He would like the council to feel comfortable with the agreement to add the city's information to the mapping and asked what the city would need before their information could be added. The council said that they would like an agreement verifying that the county will not sell the resident's information to a third party. Commissioner Hansen agreed and said that the county is already on the mapping along with most of Nephi City and part of Levan. They are waiting on the other towns to join. And the mapping will not cost the city any money.
Solar Update- Commissioner Hansen reported that the solar company putting in solar farms in Juab County, has the legal right to put in the solar panels and that resident will just have to make the best of it. He reported that the solar company will want the county to form a CRA (Community Reinvestment Act) so that they can ask for a tax rebate. Of the 400-million-dollar project, the federal government has paid $260 million, which means they are financing $140 million. The solar company will then want the county and cities to give them a tax rebate. Commissioner Hansen reported that the school district has already agreed to the tax rebate, but it does not affect them. He also said that he will not vote to give them a tax rebate.
Central Utah Water Conservancy District: Commissioner Hansen reported that Juab County was one of the first counties to sign up for the water and pay for the benefits but has not seen any movement toward bringing the water down. He told the CUWCD that if the residents are going to be taxed and pay into the program, that water should be delivered. He was promised that the CUWCD will deliver water to the valley within 5 to 10 years. Mayor Christensen said he would like to sit down with the CUWCD board and ask questions about the water.
Action Items:
- Amended Final Bond Resolution:
A RESOLUTION AMENDING THE FINAL BOND RESOLUTION DATED JANUARY 11, 2022, TO REVISE SECTION 2.1 PRINCIPAL AMOUNT, SECTION 2.2 PRINCIPAL PAYMENT DATE AND AMOUNTS, AND SECTION 3.4 SINKING FUND AMOUNT WITH RESPECT TO THE $160,000 WATER REVENUE BONDS, SERIES 2022, FOR IMPROVEMENTS TO THE ISSUER'S WATER SYSTEM, AND RELATED IMPROVEMENTS; AND RELATED MATTERS.
Recorder Alicia Hills read the resolution to the council and reported that due to price increases, it was necessary for Mona City to reapply for additional bond money than had already been approved and voted on in January, as well as a revised payment schedule.
Councilmember Mecham motioned to approve the amended final bond resolution. Commissioner Pace seconded the motion to approve the amended final bond resolution. A roll call vote was taken:

Secretary Report:
- Secretary and Treasurer Michelle Dalton reported that the Soda Stop bus needs to move to a new location and asked to park along the fence of the city property and hook up to the city's electricity and water. Councilmember Stanley said that she was against it and Councilmember Mecham said it was not the city's responsibility to pay outside business's utility bills. Mayor Christensen told Dalton to contact them and tell them that they could consider contacting a resident that lives on Main Street to see if they could use their utilities.
- Secretary/Treasurer Dalton reported that a citizen would like to rent Pioneer Park for a wedding in August. The DUP runs the park, but when the citizen asked, they were referred to the city. Councilmember Stanley said that the Pioneer Park is a pioneer graveyard and a sacred place that should not have a wedding on its property. Mayor Christensen agreed and told Dalton to let them know that it will not be allowed.
- Fence Permits:
o Wayne and Jeanie Hellyer would like to put in a fence at 312 East 300 North. There are concrete slabs that were 6 feet high that tapered down to 3 feet high that the fence will be built on. Recorder Alicia Hills reported that there is not an ordinance that restricts fence height.

o Carey & Melanie Waitt applied for a business license for Backstreet Burger, a food truck at 173 East Center Street. The address is one block outside of the commercial zoning. Melanie Waitt reported that they had contacted their neighbor and received permission to put the business in the area. Because it does not fit into the commercial zoning, Councilmember Stanley recommended that they possibly talk with the owners of the Burger Shack on Main Street to see if they could park there. The business was not approved to operate out of the commercial planning zone, but a business license was issued.
Councilmember Warren voted to approve the business permit for Backstreet Burger with the contingency that it must be located in the proper zoning. Councilmember Mecham voted to approve the business permit for Backstreet Burger with the contingency that it must be located in the proper zoning.
Council member J. Christensen: Aye

Council member Pace: Aye
Council member Stanley: Aye

o Tiffany Mcafee applied for a business permit for IP&D Enterprises at 89 South 650 East. The business is currently running and sells prepackaged toothbrushes and whitening gel. Councilmember J. Christensen said that the business does not fall within the commercial zoning and that he and Councilmember Warren visited the location because of complaints of excessive traffic and large trucks coming and going, and alerted them that their business did not fall into the right zoning and that they did not have a business license. The business would fall into the category of a light or medium industrial business.
Councilmember Warren made motion to deny the business permit for IP&D Enterprises at 89 South 650 East. Councilmember J. Christensen seconded the motion to deny the business permit for IP&D Enterprises at 89 South 650 East. A roll call vote for the denial was taken:

Finance Report:
- Finance Director Sara Samuelson presented the disbursement listing. There were no questions concerning the disbursements. She also reported that there will be a public hearing on budget at the next city council meeting.
- Mayor Christensen asked if the restrooms in the park have been repaired. Secretary/Treasurer Dalton reported that the girl's restroom is open but the boys is closed. The repairman came but was not able to finish. Councilmember Pace reported that the drinking fountain is not working either.
Water and Gas Update:
Chad Phillips reported that he received a letter from the state for pipeline safety. Mona City was not up to code in two different areas and asked for an extension for a month to get the city back up to code.
Phillips reported that the sealer that was put into the cement water tank is holding, and it is still holding water. There are still a couple of small leaks on the East side that are being finished, but the tank is in good shape.
Phillips reported that he has been doing cross connection certification and is realizing that the water system is needing a backflow system. Some of the ordinances need to be updated to make sure that vacuum breakers are installed. He will work with Recorder Hills to get ordinances in place.
Phillips reported that employees Tony and Gordon have been working hard and the city is looking nice for the Memorial Weekend.
As Phillips and the other employees have been cleaning up and cutting back weeds, they have found that there is no gas main on 200 South.
Sewer Update:
Jeff Elbert reported that the pumps are plugging about every day with nonflushable wipes, rags, and other things that should not be flushed. He said that the city could use an auger to help with this. Mayor Christensen said that they need to decide on a system and that he will put a work session together to discuss this. He will have Tyler Faddis come up with what is needed and the price. He said that he has talked with other cities, and they liked the auger but there is a new filter that is supposed to do just as well for less price. Councilmember Mecham said that he will get with Tyler Faddis and set up a work session to make a decision.
Elbert has attended trainings and said that the city should consider using the WEAU as a resource for the sewer. He will get information about them to Michelle for review. He also said that the crane needs to be inspected by a certified outside source. Elbert talked with the pretreatment coordinator, and she warned the city to be mindful of travel trailers that are parked next to homes and using their utilities. They are not only stealing utilities but may also cause problems for the sewer plant.
Recreation Update:
Council member Stanley reported that the baseball field is looking nice, and the labor and supplies were all donated. The bases have been spread out to the correct spacing and have been leveled. The sprinklers need to be fixed, but Bret does not want to update them until after all the park projects are done.
Recorder Report:
Nothing reported
Council Reports:
Council member Stanley asked if anyone has heard from the Lion's Club about the holiday celebrations? No one had heard anything from them.
Council member J. Christensen reported that he went to a UDOT meeting that was very informative. They were asked what their 20-year goals were, and the county gave input that included an offramp at Cemetery Lane.
Council member Pace reported Bret would like to do an entirely new sprinkling system but would like to wait until the projects are finished. Councilmember Stanley said that she is going over and turning on sprinklers at night and that adding more stations may help. But that sometimes there is not enough pressure. Councilmember Pace also presented a side map of the volleyball court. He needs sand for the court and asked if the dump truck was working. Chad reported that the brakes had problems. Pace said that he will have the sand brought in. Councilmember Pace has also been talking with Cindy Openshaw and reported that she is doing a good job at the cemetery and is getting it ready for Memorial Day. It looks really nice.
Council member Warren said that a work session is needed to discuss meters and make their fixing a priority.
Council member Mecham reported that scales will be up and running at the dump the first part of June. They are going to need to employ someone who will require a fee which will need to be passed on. There will also be other changes.
Public Comments:
- Marty Palmer introduced himself. He is running for Juab County Commissioner.
- Jana Crawford asked when the Mcafee business will have to cease operations. She said that there are about 17 kids that live in the neighborhood, and she is concerned for their safety. Mayor Christensen said that he would have the city attorney write a certified letter to them.
- Alisha Peacock is concerned about the outbuilding that has been illegally built at the Mcafee house. The setbacks are not met, and it may not be safe. Mayor Christensen will add that a building permit application will need to be filed. He will add that to the certified letter.
Adjournment:
Council member Mecham made a motion to adjourn the meeting and pay the finances at 9:00 pm. Council member Warren seconded the motion. The vote to adjourn the meeting at 9:00 pm was unanimous.
