SPECIAL SESSION
CALL TO ORDER: Mayor Shepherd
1. CONSIDER APPROVAL OF THE AGENT-CLIENT REPRESENTATION AND FEE AGREEMENT WITH THE HIATT GROUP, LLC
BACKGROUND: Staff is proposing the City consider lobbyist services for its needs of acquiring additional funding and or other resources from the State of Utah to assist with future development within the City. Steve Hiatt with The Hiatt Group, LLC is eager to be the City's advocate and help the City obtain the funding and policy outcomes needed. The Agent-Client Representation and Fee Agreement with The Hiatt Group, LLC outlines the services, relationships, fees, and terms of the agreement for both parties.
RECOMMENDATION: Approve the Agent-Client Representation and Fee Agreement with The Hiatt Group, LLC and authorize the Mayor's signature to any necessary documents.
2. CONSIDER APPROVAL OF RESOLUTION 2021R-23 APPROVING DESIGNATED VOTER PARTICIPATION AREAS FOR THE REFERENDA AND INITIATIVE PROCESS
BACKGROUND: In 2019 the Utah Legislature made substantial changes to the election code regarding ballot propositions, initiatives, and referendums. Those changes included a requirement for municipalities to establish Voter Participation Areas following each redistricting process by the Legislature. Voter Participation Areas are intended to ensure that signatures gathered in support of placing a referenda and/or initiative on a ballot represent a broad range of residents as opposed to a small geographical area. Each municipality is required to create eight Voter Participation Areas of similar population and signatures for ballot initiatives must be collected from each area. The City is required to establish these areas no later than January 1, 2022.
RECOMMENDATION: Approve Resolution 2021R-23 approving designated voter participation areas for the referenda and initiative process and authorize the Mayor's signature to any necessary documents.
