Stakeholders Council Meeting Agenda

Notice is hereby given that the Central Wasatch Commission Stakeholders Council will hold a meeting at approximately 3:00 P.M., or soon thereafter, on Wednesday, July 21, 2021. In view of the current Covid-19 pandemic, this work session will occur electronically, without a physical anchor location, as authorized by UTAH CODE ANN. 52-4-207(4). The public may register for the meeting through the following link. Once registered, meeting attendees will receive an email with a personal meeting access link.

Civility and decorum should be applied in all discussions and debate. Difficult questions, tough challenges to a point of view, and criticism of ideas and information are legitimate elements of a free democracy in action. Public officials and the public are encouraged to refrain from making belligerent, personal, impertinent, slanderous, threatening, abusive, or disparaging comments.
3:00 P.M. Opening
1. William McCarvill will conduct the meeting as the Chair of the Stakeholders Council.
2. William McCarvill will read the Determination Letter referencing electronic meeting as per legislative requirements.
3. The Stakeholders Council will consider approving the Stakeholder Council DRAFT Minutes of Wednesday, April 21st, 2021.
4. The Stakeholders Council will consider approving the Stakeholder Council DRAFT Minutes of Wednesday, April 28th, 2021.
3:05 P.M. New Stakeholders Council Member Welcome
1. New members of the Stakeholders Council will briefly introduce themselves.
3:15 P.M. LCC DEIS Discussion
Stakeholders will consider the proposed DEIS alternatives through the lens of the Central Wasatch Commission Pillars for Transportation Solutions in the Central Wasatch Mountains Document.
1. Stakeholders will make general comments on the DEIS.
a. Comments will be limited to two minutes each.
b. Nate Furman, member of the Stakeholders Council will provide information pertaining to DEIS proposed alternative impacts on climbing areas in the Central Wasatch.
4:00 P.M. Millcreek Canyon Committee Update
1. Paul Diegel, Chair of the Millcreek Canyon Committee will provide an update on the work of the committee to date. Minutes of the committee are posted on the Utah Public Notice Website and the Central Wasatch Commission website.
4:10 P.M. Trails Committee Update
1. John Knoblock, Chair of the Trails Committee, will provide an update on the committee work completed to date. Minutes of the committee are posted on the Utah Public Notice Website and the Central Wasatch Commission website.
4:20 P.M. Visitor Use Committee Update
1. Annalee Munsey and William McCarvill, Chair and Co-Chair of the Visitor Use Committee will provide updated information.
a. Information on the contracting of Utah State University to complete Phase I of the Visitor Use Study is available on the Utah Public Notice Website and the Central Wasatch Commission website.
4:30 P.M. Preservation Committee Update
1. Carl Fisher and Megan Nelson, Chair and Co-Chair of the Preservation Committee will provide updates on committee meetings and direction.
4:40 P.M. CWC Staff Update
1. Staff will provide information on other areas of CWC work.

4:50 P.M. Open Discussion
5:00 P.M. Adjourn Meeting
1. William McCarvill will adjourn the meeting as the Chair of the Stakeholders Council.

Determination of the Chair of the Stakeholders Council
of the Central Wasatch Commission
Concerning an Electronic Meeting Anchor Location
PURSUANT TO UTAH CODE ANN. 52-4-207(4), I, as the Chair of the Stakeholders Council of the Central Wasatch Commission ('CWC'), hereby determine that conducting Stakeholders Council meetings at any time during the next 30 days at an anchor location presents a substantial risk to the health and safety of those who may be present at the anchor location. Although the overall incidence of COVID-19 cases has diminished somewhat over the past several months, the pandemic remains and the recent rise of more infectious variants of the virus merits continued vigilance to avoid another surge in cases which could again threaten to overwhelm Utah's healthcare system.
