Description/Agenda

Members of the public may address the City Council during the scheduled Public Hearing. Those interested should fill out a public comments form to be given to the Mayor prior to the public hearing. Each individual will have three minutes to address the Council for each public hearing. 1. 6:00 p.m. Welcome - Motion to start meeting - Roll call of Council members 2. Miss Moroni Oliva Larson and attendants Paige Ison and Jessica Blackham report of service for 2020-2021 3. Public Hearing to receive public comment regarding the amendment of the 2020-2021 budget. Motion: Proposed approval of Resolution 2021-06, 2020-2021 Budget Amendment 4. Public Hearing to receive public comment regarding the 2021-2022 proposed budget including the: 2022 Certified Tax Rate of .002264. Public Hearing to receive public comment regarding the Enterprise fund transfer from the Water Fund to the General Fund in the amount of $25,000.00, which is 10.56% of the total expenses of the proposed 2022 budget. Motion: Proposed approval of Resolution 2021-07, 2021-2022 Budget adoption including the following: - 2021 Certified tax rate of .002264 - Water Fund - adopted new water rate increase to begin July 1, 2021 5. Public Hearing to receive public comment regarding a proposed loan from the perpetual care account for the purchase of a grass mower in the 2021-2022 budget. Overall loan is $37,000 to be paid back over 5 years at the 5-year Treasury bill rate of .84% with the 1st payment on July 30, 2022 Motion: Proposed approval of a loan in the amount of $37,000.00 from the perpetual care account for the purchase of a grass mower to be paid back over 5 years at the rate of .84% with the first payment of July 30, 2022. 6. Proposed approval of amendment to the Water and Sewer Ordinance: Irrigation Service Regulations * Unlawful use of water - Title 8-5 Motion: 7. Councilmember Thayne Atkinson - Street Lights. (5 minutes) 8. Jared Howells - City Issues. (5 Minutes) 9. Mike Christensen - Pitman Farms; water issues. (5 Minutes) 10. Approve minutes: May 13, 2021, and May 20, 2021 Motion: 11. City Council Report Craig Draper Thayne Atkinson Jenifer Lamb Troy Prestwich Bevan Wulfenstein 12. Mayor's Report - Open and Public Meetings Act Training 13. Adjourn Motion: NOTE: The agenda is a guide and may change; items may be discussed or voted on out of order at the discretion of the Mayor. No decisions may be made during this meeting if the item is not specifically on the agenda.
