CONSENT ITEMS 8.1 APPROVAL OF MEETING MINUTES Minutes of City Council Meeting - June 29, 2021 9. SCHEDULED ITEMS 9.1 PUBLIC HEARING / RESOLUTION - The City will receive Public Comment on the Community Development Block Grant (CDBG) Projected Use of Funds for CARES ACT CDBG-CV funding and consider approval of a resolution for a substantial amendment to the 2019-2020 Annual Action Plan. The Community Services Manager recommends that the City Council hold a public hearing to receive public comment on the projected uses of the funds for the CARES ACT CDBG-CV funding, adopt the recommendations of the CDBG Advisory Commission, and approve a resolution for a substantial amendment to the 2019-2020 Annual Action Plan. Presenter: Ken Ransom, CDBG Commission Chairperson, and Steven Downs, Deputy City Manager 9.2 PUBLIC HEARING / ORDINANCE - Amending Article 22-2-1 Accessory Apartments and portions of Section 22-6-9(I) of the Orem City Code pertaining to Accessory Apartments. The Planning Commission recommends the City amend, by ordinance, Article 22-2-1 Accessory Apartments and portions of Section 22-6-9(I) of the Orem City Code pertaining to Accessory Apartments. Presenter: Jason Bench, Planning Division Manager 9.3 PUBLIC HEARING / ORDINANCE - Amending Appendix DD of the Orem City Code by adding the concept plan and elevations; and amending Section 22-5-3(A) and the zoning map of the City of Orem by changing the zone of approximately 14.7 acres from the Highway Services (HS) zone to the PD36 zone at approximately 1430 North Geneva Road. The Planning Commission recommends the City amend, by ordinance, Appendix DD of the Orem City Code by adding the concept plan and elevations; and amending Section 22-5-3(A) and the zoning map of the City of Orem by changing the zone of approximately 14.7 acres from the Highway Services (HS) zone to the PD36 zone at approximately 1430 North Geneva Road. Presenter: Jason Bench, Planning Division Manager 9.4 PUBLIC HEARING / ORDINANCE Amending Fiscal Year 2021-2022 Budget Amend the Fiscal Year 2021-2022 Budget for changes proposed to the compensation programs of the City due to the completed compensation study. Presenter: Brandon Nelson, Finance Director and Keri Rugg, Human Resource Division Manager 10. COMMUNICATION ITEMS 11. CITY MANAGER INFORMATION ITEMS This is an opportunity for the City Manager to provide information to the City Council.
