CITY COUNCIL MEETING REPORT (Councilmember Brandon Buck)
Report on City Council Meeting held April 14, 2021.
CONSIDER AMENDMENTS TO HPC CODE SECTION 13.70.010 (Legislative)
Requested by Public Works Department:
1. Change 'all weather' roads to 'permanent asphalt or concrete' roads (HPC 13.70.010 A).
2. Not allow hammerhead turnarounds. Subdivisions must have a full circle temporary turnaround OR agree to delay building permits for the last two lots (one on each side of the dead-end street) until the next phase develops, allowing adequate turnaround space for city snow plow trucks.
CONSIDER AMENDMENTS TO 12.160.020 LANDSCAPING - SCOPE OF REQUIREMENTS (Legislative)
Instead of the flat 10% rule, consider a blended requirement for landscaping. Perhaps a frontage requirement plus additional landscaping based on the total area.
CONSIDER AMENDMENTS TO 12.30.190 FOR DETACHED ACCESSORY DWELLING UNITS (Legislative)
Amend ordinance to allow detached/external accessory dwelling units OR internal Accessory Apartments.
CONSIDER NEW MIXED-USE OVERLAY ZONE (Legislative)
Incorporate City Council recommendations in creating a mixed-use overlay zone applicable in the Commercial and Planned Professional zones, allowing duplexes, triplexes, fourplexes and townhome-style housing options in addition to sales tax-producing businesses.
DISCUSS POSSIBLE CHANGES TO 12.170 PLANNED COMMERCIAL ZONE AND 12.220 PLANNED PROFESSIONAL ZONE (Legislative)
Review permitted uses and conditional uses. Determine how/what to allow and prohibit. Ideally the commercial zone generates revenue via sales tax.
