For parcel A33230251802 located north of 700 N Main St. Requesting change from R-2 Residential to C-1 Commercial.
Public Hearing Minutes: Chairperson Lee Bennett explained the purpose of the hearing was to receive input from the public for the proposed zone change request for parcel A33230251802. City Manager Evan Bolt said the current zoning of the parcel is split between R-2 and C-1, and the portion zoned R-2 does not have enough frontage to be developed under that classification. He said Shik Han desires to use the property for light manufacturing. Mr. Han said he is looking for a permanent location for his modular homes manufacturing business. He said this is the first phase in creating jobs, housing, and amenities for the community. Chairperson Bennett asked if the request was to change only the R-2 zoning of the parcel and City Manager Bolt confirmed that was correct. Chairperson Bennett asked if anyone had any questions regarding the zone change request. Guy Wallace asked if manufacturing fit within C-1 permitted uses. City Manager Bolt said it could be considered a permitted use under the cabinet, welding, and metalsmithing shops, but nowhere in any of the zones is manufacturing itself mentioned. Guy Wallace asked how commercial and industrial zones differ. City Manager Bolt explained how commercial is more for retail and industrial is more for high noise producing operations and bulk storage yards. He asked Mr. Han how much noise would be produced and what would be the operating hours of the business. Mr. Han said it would run normal business hours and everything would be constructed inside the building. He said most of the homes built would be 500 square feet or smaller. The homes are designed for people who do not need extra living space. He said it is hard to say what level of noise will be produced with the manufacturing being done inside. They will be using power tools and will use trucks to pick up and deliver the homes onsite, but nothing will be constructed outside of the building. Commissioner Scott Burgess asked how much noise exhaust fans for the building will create. Mr. Han said he isn't sure how much noise those will produce. He said he is wanting to bring light manufacturing to the community which will help support jobs and meet the housing demand. He said there are ways to reduce noise produced by fans. Linda Snipes asked Mr. Han how many people would be working there, how many people would be brought in to work there, and where would the employees live. Mr. Han said his priority is to create jobs locally. City Manager Bolt added that Mr. Han plans to employ 10-20 people full-time which are well paid. He explained the ways having this business come to Monticello benefits the City in creating revenue and growth, and how it benefits the citizens by creating jobs and affordable homes. Linda Snipes asked if the homes would be put in this area and if they would be put on this property specifically. Mr. Han said yes, he would like to showcase the product and create a development to house employees near the business. RL Wilcox asked where the housing development would be located. City Manager Bolt said the eastern parcel, which is zoned A-1, allows for mobile home parks and will be discussed in the next agenda item. He said the development wouldn't be like a regular trailer park but would have green areas with more of a townhome feel. Mr. Han said he is currently putting in a micro home development in Moab. The homes he builds are built to traditional housing standards and not like many manufactured homes. RL Wilcox said a trailer park close to his home will decrease the value of his property. Mr. Han said it wouldn't be a standard trailer park. City Manager Bolt clarified how the housing development could be classified under A-1 or R-2 zones. He said Mr. Han wants to incorporate a mixed use for the eastern parcel. Mr. Han said along with creating homes, he would like to create amenities as well. RL Wilcox said he doesn't have any concerns about the western parcel by the highway being commercial but does have concerns about changing the eastern parcel to commercial without it having highway frontage. City Manager Bolt said he spoke with Mr. Han and explained Mr. Han will take into consideration the input of the community and boarding property owners when planning the development of the eastern parcel. Linda Snipes asked what kind of truck traffic will be coming in and out and if there will be enough room for them to maneuver. City Manager Bolt said at this point smaller trucks will be used, and Mr. Han will work with UDOT on highway access requirements. He also said the lot size should allow for the maneuvering of the trucks. Linda Snipes asked how the residents of the housing community would access their homes and how many homes will there be. Mr. Han said they would access the highway through the western parcel. He said the specifics haven't been decided on and assured they would conduct studies to make sure the development conforms and has the right balance for the community. Helaman Tait said he doesn't have a problem with the manufacturing business, but he does have a problem with the value of his property being lowered as well. He said he never met well incomed people use low-income housing. He said he thinks affordable housing will bring a crowd we don't want in the neighborhood. City Manager Bolt said he thinks it is important to differentiate between low-income and affordable housing. He said this isn't going to be section 8 housing. It is going to be housing for people who already work here or plan to work here. He said the housing stock is limited and this housing isn't going to be subsidized but will be affordable. Helaman Tait said we need to define what affordable housing is and what kind of people it will attract. Mr. Han said in rural Utah there are blue collar or middle class who need homes, and his homes are not RVs but a home someone can be proud of. Helaman Tait said he doesn't want to classify anyone, but he believes these homes are going to attract drifters. He said he works with a lot of real low-income people, and they personally would be looking for a bigger place than a tiny home. Mr. Han said that is some of the barriers when you're looking at tiny home communities or micro home communities. He said his goal is to create a product that is acceptable. Helaman Tait asked if these homes were going to be weekly, monthly, or long-term rentals and will they be for sale. Mr. Han said they would be long-term ownership. Helaman Tait said he didn't realize they would be sold as condos to an individual. Mr. Han said it is his main focus to get people into a home inexpensively but in a quality product. Councilwoman Kim Henderson said it is important to remember the first layout of houses on Uranium Drive are all smaller houses. She said there is a need in Monticello for smaller houses if they are of quality construction but understands neighboring property owners concerns as well. She asked Mr. Han if there is any way he could provide a layout of his plans. Mr. Han said absolutely he can down the road show the micro development that they went with in Moab. He said it is a great example of how they are utilizing the terrain and space. He said it is all about the master planning, taking in all the concerns, and creating something that serves the community. Chairperson Bennett brought the attention back to the western parcel, which was the topic of this agenda item, and asked if anyone had any more questions on it. RL Wilcox commented on issues with subdividing the back parcel, its lack of frontage, and accessing it through the front parcel. He told the Planning Commissioners to be careful what they decide because a zone change for the eastern parcel makes it only usable for the owner of the western parcel due to the City's frontage requirements. Chairperson Bennett closed the public hearing at 7:28 p.m. for the zone change request on parcel A33230251802 from R-2 to C-1.
