SYRACUSE CITY Syracuse City Council Regular Meeting October 13, 2020 - 6:00 p.m. Electronic Via Zoom Meeting Streamed on Syracuse City YouTube Channel Public meeting will be held electronically in accordance with House Bill 5002, Open and Public Meetings Act Amendments, signed into law on June 25, 2020. Pursuant to written determination by the Mayor finding that conducting the meeting with an anchor location presents a substantial risk to the health and safety of those who may be present due to infections and potentially dangerous nature of COVID-19 virus, public meetings will be held electronically for the next thirty (30) days. Accept public input. (10 min.) Council discussion, if necessary, will commence with Councilmember Bingham. 6.Authorize Administration to execute Interlocal Agreement with Mosquito Abatement District Davis for use of CARES Act funds.(10 min.) Council discussion, if necessary, will commence with Councilmember Bolduc. 7.Public hearing: (10 min.) Council discussion, if necessary, will commence with Councilmember Maughan. a.Proposed Ordinance 2020-22 amending an Impact Fee Facility Plan and an Impact Fee Analysis for Storm Water;providing for the calculation and collection of such fees; providing for appeal, accounting, and severability of thesame; and other related matters. b.Proposed Resolution R20-35 updating and amending the Syracuse City Consolidated Fee Schedule by makingadjustments to the storm water impact fee and the hydrant meter rental fee. 8.Appeal of Administrative Decision filed by Paula Knighton. (15 min.) Council discussion, if necessary, will commence withCouncilmember Savage. 9.Proposed Ordinance 2020-23 amending Subsection 8.15.010(D) of the Syracuse City Municipal Code pertaining to pedestrianwalkways. (10 min.) Council discussion, if necessary, will commence with Councilmember Teague. 10.Proposed Ordinance 2020-24 amending the Syracuse City Zoning Map related to property located at 2889 S. 3000 W.,Residential R-1 to Residential R-3. (10 min.) Council discussion, if necessary, will commence with Councilmember Bingham. 11.Proposed Ordinance 2020-25 amending the City Zoning Map related to property located at 1556 S. 2000 W., General Commercial (GC) to Climate Controlled Self-Storage Unit Zone (SU). Council discussion, if necessary, will commence with Councilmember Bolduc. 12.Proposed Ordinance 2020-21 amending the Syracuse City Zoning Map from Agricultural (A-1) and General Commercial (GC)to Mixed-Use (MXD) for property located at approximately 1850 W. 1700 S.
