The Upper Community Recreation District would be funded by a property tax levy. The purpose of the tax levy is to fund community parks, rodeo grounds, celebrations and youth programs for those living within the boundaries of the district. The administrative board would establish an annual budget and set the tax rate, according to the budget, NOT to exceed .0004 per dollar of taxable property. That would mean that if a property's taxable value is $200,000 the annual tax could be no more than $40.00 per year. The taxable value is less than market value if the property is used as a primary residence, is within greenbelt, or qualified for other tax emptions.
