Pledge of Allegiance - Councilman Bringhurst 3. Opening Prayer - Councilman Ellsworth 4. Opening Comments - as assigned by the Mayor 5. Request for Statements of Belief B. APPROVAL OF AGENDA 1. Approval of Agenda Order 2. Disclosures and declarations of conflicts from Council Members C. CITY DEPARTMENT REPORTS 1. Ash Creek Special Services District Representative 2. Hurricane Valley Fire District Representative - Merlin Spendlove 3. Planning Commission Chair - Manning Butterworth 4. Public Works Director - Lance Gubler D. PUBLIC FORUM Limit three (3) minutes per person; please address the microphone and state full name and address E. WORKING AGENDA Council discussion followed by public input after each item. Limit ninety (90) seconds per person 1. Discussion on Resolution 2020.XX increasing culinary water rates and base gallon usage. 2. Discussion on Resolution 2020.XX amending Uniform Fee Schedule. 3. Discussion on city road widths and on-street parking requirements. 4. Discussion on vote ratification of Resolution 2020.XX New Springs Tank Water Resiliency Grant. (Phone call vote taken on August 25, 2020. Motion unanimously carried 5-0) 5. Discussion on Resolution 2020.XX Constitution Week. 6. Discussion on expenditure approval of $2,840.00 for fence slats on Old Church Road. 7. Discussion on Ordinance 2020.XX Commercial Design Standards - an ordinance creating additional design standards applicable to only commercial developments within the corporate limits of Toquerville City. (Planning Commission recommended approval 5-0) 8. Discussion on city vehicle leases. 9. Discussion on expenditure policy. 10. Discussion on Cholla turning lanes. 11. Discussion on State Fraud Risk Assessment. F. COUNCIL REPORTS 1. Justin Sip - Solid Waste/Trails & Parks Committee/Sewer District 2. Keen Ellsworth - Hurricane Valley Fire Liaison/DTEC/DTAC/MPO/Economic Development/ Beautification Committee/City Hall Maintenance 3. Ty Bringhurst - Water Department/Streets/TSWS 4.
