SYRACUSE CITY Syracuse City Council Work Session Agenda July 28, 2020 -6:00 p.m. Electronic via Zoom Meeting Streamed on Syracuse City Utah YouTube Channel Public meeting will be held electronically in accordance with House Bill 5002, Open and Public Meetings Act Amendments, signed into law on June 25, 2020. Pursuant to written determination by the Mayor finding that conducting the meeting with an anchor location presents a substantial risk to the health and safety of those who may be present due to infections and potentially dangerous nature of COVID-19 virus, public meetings will be held electronically for the next thirty (30) days. Comments submitted by the deadline will be read for the record of the meeting.) c. Continued discussion regarding UTOPIA internet service options for Syracuse City. (15 min.) Council discussion, if necessary, will commence with Councilmember Bolduc. d. Discussion regarding use of Board of Adjustments or Administrative Hearing Officer for the purpose of considering variance requests. (15 min.) Council discussion, if necessary, will commence with Councilmember Maughan. e. Planning items: 1. Continued discussion: request to surplus a pedestrian walkway at approximately 2580 S. Allison Way or potential amendment of City Ordinance 8.15.010(D). (10 min.) Council discussion, if necessary, will commence with Councilmember Savage. 2. Continued discussion of proposed rezone from Agriculture A-1 to Mixed Use (MU) zone for property located at approximately 817 W. 1700 S. (20 min.) Council discussion, if necessary, will commence with Councilmember Teague. 3. Continued discussion of proposed rezone from A-1 to Planned Residential Development (PRD) for property located at approximately 2750 South Bluff Road, approving the submitted Preliminary Plat, and approving the execution of a Development Agreement to govern the property. (20 min.) Council discussion, if necessary, will commence with Councilmember Bingham. 4. Planning Commission recommendation regarding General Plan amendment and zone change for property at 3500 West 1700 South, R-1 (single family residential) to Neighborhood Services. (20 min.) Council discussion, if necessary, will commence with Councilmember Bolduc. 5. Application for Preliminary Plat Approval, Grayson Ridge West, located at approximately 2050 S. Doral Drive. (5 min.) Council discussion, if necessary, will commence with Councilmember Maughan. 6. Planning Commission recommendation of denial regarding petition to amend Section 10.90.020 of the Syracuse City Code pertaining to the General Commercial zoning designation of the City. (5 min.) Council discussion, if necessary, will commence with Councilmember Savage. 7. Planning Commission recommendation to create storage unit zoning designation. (15 min.) Council discussion, if necessary, will commence with Councilmember Teague. f. Discuss Administration's proposed utilization of Coronavirus Aid, Relief, and Economic Security (CARES) Act funding. (30 min.) Council discussion, if necessary, will commence with Councilmember Bingham. g. Discuss proposed amendments to Fiscal Year (FY) 2020-2021 Wage Scale. (10 min.) Council discussion, if necessary, will commence with Councilmember Bolduc. h. Discussion regarding final budget proposal and preparation for Truth in Taxation Hearing scheduled for August 11, 2020. (20 min.) Council discussion, if necessary, will commence with Councilmember Maughan. i. Follow-up discussion regarding Fraud Risk Assessment/Review. (5 min.) Council discussion, if necessary, will commence with Councilmember Savage. j. Discussion of future agenda items/Council announcements. k.
