- 1. Call to Order Chair Amy Z. Anderson 2. Opening Ceremony Milla Peterson, Boys and Girls Club Youth of the Year 3. Acceptance of Minutes; Approval of Agenda 4. 2020 regular meeting schedule, 1st & 3rd Tuesdays, 5:30 p.m.: Next meeting: February 18, 2020 5. QUESTIONS AND COMMENTS FOR MAYOR AND COUNCIL: Any person wishing to comment on any item not otherwise on the Agenda may address the City Council at this point by stepping to the microphone and giving his or her name and address for the record. Comments should be limited to not more than three (3) minutes, unless additional time is authorized by the Council Chair. Citizen groups will be asked to appoint a spokesperson. This is the time and place for any person who wishes to comment on non-agenda items. Some items brought forward to the attention of the City Council will be turned over to staff to provide a response outside of the City Council meeting. 6. MAYOR/STAFF REPORTS: A. Consideration of an amendment to the effective date of an ordinance Enacting Title 8 Chapter 36 of the Logan Municipal Code Prohibiting the Distribution of Disposable Plastic Bags Ordinance 20-02 B. PUBLIC HEARING - Budget Adjustment FY 2019-2020 appropriating: $71,080 for wildland fire and fire standby reimbursements - Resolution 20-03 C. PUBLIC HEARING Proposed Impact Fee Facilities Plan for Water, Wastewater, Parks, Power and Transportation 9. WORKSHOP ITEMS: A. Budget Adjustment FY 2019-2020 appropriating: $69,605 funds received from the State of Utah for Alcohol Enforcement - Resolution 20-04 Richard Anderson, Finance Director B. Consideration of a proposed ordinance amending Sections 9.12.290 and 9.12.300 of the Logan Municipal Code Regulating Public Intoxication and Drinking Alcohol in Public Places Ordinance 20-01 Chief Gary Jensen AGENDA CONTINUED C.
