TOQUERVILLE CITY COUNCIL Regular Business Meeting Agenda October 10, 2019 at 6:00 pm 212 N. Toquerville Blvd, Toquerville Utah A. CALL TO ORDER: 1. Call to Order~Mayor Lynn Chamberlain 2. Pledge of Allegiance~Councilmember Ty Bringhurst 3. Opening Comments~as assigned by the mayor from the members of City Council or any Toquerville resident who has submitted a request in writing prior to the meeting. 4. Opening Prayer~Councilmember Keen Ellsworth 5. Requests for Statements of Belief B. APPROVAL OF AGENDA: 1. Disclosures and Declarations of Conflicts from Councilmembers C. CONSENT AGENDA: 1. Review and possible approval of meeting minutes from September 4-Special Work Meeting, September 5-Work and Special Business Meeting, and September 17-Special Closed Session Meeting. 2. Review and possible approval of City Expenditures from September 2019. D. CITY DEPARTMENT REPORTS: 1. Zoning Administrator, Mike Vercimak 2. Planning Commission Chair, Manning Butterworth 3. Public Works Director, Lance Gubler 4. City Attorney, Heath Snow E. PUBLIC FORUM: Limit three (3) minutes per person; please address the microphone and state full name and address. F. BUSINESS: 1. Discussion and possible action on storm water agreement with Parkside at Desert Mountain Phase I Subdivision- Wall Family Rentals LLC. 2. Discussion and possible action on a street deferral improvement agreement located at 95 North Ash Creek Drive submitted by Micheal Maxwell. 3. Discussion and possible action on a zone change application submitted by Denis Lyman for covered RV storage units located on Tax ID Parcel T-3126. Proposed zoning is M1-Light Industrial. Current zoning is MU-20. (PC recommended approval 5-0). 4. Discussion and possible action on Resolution 2019.XX American Indian Heritage Month - A resolution to proclaim November as National American Indian Heritage Month and urge citizens to observe the month with appropriate programs, ceremonies, and activities. 5. Discussion and possible action on Resolution 2019.XX Appointment of 2019 Municipal Election Poll Workers - A resolution to designate and appoint election poll workers to serve in the 2019 Municipal General Election on November 5, 2019. 6. Discussion and possible action on Ordinance 2019.XX Grading Permits - to omit the building department as the responsible entity for managing grading permits and to assign the Zoning Administrator or authorized personnel as the granting authority and management of grading applications. (PC recommended approval 5-0). 7. Discussion and possible action on Ordinance 2019.XX Alternate Planning Commissioners - to add an additional Alternate Planning Commissioner Position to the Commission. (PC recommended approval 5-0). 8. Discussion and vote ratification on expenditures for damaged retaining wall adjacent to Westfield Park. (Council approved expenditures via phone call vote: 5-0 on September 24th, 2019). 9. Discussion on increasing culinary water rates. 10. Discussion on the updated Capital Facilities Plan. G. COUNCIL REPORTS: 1. Justin Sip-Solid Waste/Mosquito/Tree Board/Trails/Parks 2. Keen Ellsworth-Economic Development/Fire 3. Ty Bringhurst- Water Department/Streets/MPO/TSWS/DTAC 4. Alex Chamberlain-PC Liaison/Beautification Committee/Cemetery/Risk Management/City Hall Maintenance 5. Paul Heideman-Sewer District/Culture and Recreation/Confluence Park 6. Mayor Lynn Chamberlain-TSWS/DTEC H. CALENDAR OF EVENTS I. POSSIBLE CLOSED SESSION: J.
