PLEDGE OF ALLEGIANCE 3. PRESENTATION a. Recognition and Badge Pinning for new Police Officers as well as recently promoted Police Officers (Ken Wallentine) 4. CITIZEN COMMENT Citizens are permitted to address the Council concerning any matter over which the Council has jurisdiction, including comments concerning an item on the agenda. The Council will allow 3 minutes to do so during this period. Written comments may be submitted if a citizen does not wish to speak. Any comments needing or requesting follow-up will be assigned to staff for further action as appropriate after the meeting. Please provide contact information on the sign-up sheet and state your name and phone number when speaking to the Council so later follow-up can take place. Persons who exceed the time or are otherwise disorderly may be expelled by the Council upon a two-thirds majority vote, as provided in Utah Code Annotated 10-3-608. The Council requires that citizens help maintain the decorum of the meeting by not applauding or booing, turning off electronic devices, not engaging in verbal attacks against others or being disrespectful during the proceedings of the meeting. 5. PUBLIC HEARINGS a. ***Receive public input and consider for approval Resolution 19-176, regarding the West Jordan Police Department's application for an Edward Byrne Memorial Justice Assistance Grant for 2019 in the amount of $39,550.00 (Ken Wallentine) 7. CONSENT ITEMS Routine items on the Consent Agenda not requiring public discussion by the City Council or which have been discussed previously may be adopted by one single motion. A Council member may request to remove an item from the consent agenda for individual discussion and consideration. a. Approve the minutes of June 27, 2019 as presented (Jamie Brooks) b. Approve Resolution 19-177, authorizing the Mayor to execute an agreement with University of Utah Occupational Health with an optional four (4) year agreement (Derek Maxfield) c. Approve Resolution 19-178, approving the Rocky Mountain Power Customer Requested Work Agreement (request no. 6669645) and authorizing the Mayor to execute the Agreement for the completion of overhead to underground conversion of electric service located at 3200 West and 8231 South (Brian Clegg) d. Approve Resolution 19-179, approving the UDOT Local Government Contract and authorizing the Mayor to execute the contract between the UDOT, West Jordan City and JUB Engineers, Inc. for Pre-Construction Engineering Services for the 7800 South Jordan River Pedestrian Bridge project (Brian Clegg) e. Approve Resolution 19-180 authorizing the City to declare a real property surplus and enter into a Right of Way Contract with UDOT (David Clemence) f. Approve Resolution 19-181, authorizing the Mayor to sign a Cooperative Agreement with the State of Utah, Division of Forestry, Fire and State Lands for construction related services at the 'Big Bend' Habitat site (Brock Hudson) g. Discussion and possible action regarding Ordinance 19-27, amending the 2009 West Jordan Municipal Code, Title 4, regarding the City's Good Landlord Program (Brock Hudson) h. Adopt Ordinance 19-28, amending Title 2, Sections 2-1-4 and 2-2-5 (Transition of Terms of Office for Planning Commission Members and all other Committee Members into the Council-Mayor Form of Government (Duncan Murray) i. Approve Resolution 19-182, approving a change in compensation for Planning Commission members, retroactive to July 1, 2019 (Duncan Murray) **Amended Staff Report** 8. CONSENT ITEMS DISCUSSION a. Discussion and possible action regarding any Consent Item(s) pulled by City Council 9. CLOSED SESSION a.
