NOTICE AND AGENDA NOTICE IS HEREBY GIVEN that the Gunnison City Council will hold a Public Hearing along with a City Council Meeting on Wednesday, December 5, 2018 at the Gunnison City Hall, 38 West Center, Gunnison, UT 84634, beginning at 7:00 p.m. 1) Invocation 2) Public Comment 3) 7:00 p.m. Public Hearing to Receive Public Comments Regarding the Development and Adoption of a General Plan 4) Proposed Approval to Adopt General Plan 5) Motion to Strike Vote. Motion to Strike the Vote Taken by the City Council on November 7, 2018, to waive the requirement that Tim Sanders Pave the Road as Required by Planning and Zoning as a Condition of His Land Use Permit Because it was Not an Agenda Item and was Not in Compliance with Utah's Public and Open Meeting Act 6) Discuss and Proposed Vote Regarding Tim Sanders Request to the City Council to Delay the Installation of a Road as Required as Part of His Land Use Permit to December 5, 2025, and for the Council Find that Special Circumstances Exist to Support the Delay. If Approved, this Agenda Item would be Reduced to Writing and Approved by the City Attorney and Signed by Tim Sanders 7) Discuss Area-Wide Improvement Plans 8) Discuss and Proposed Approval of Resolution 2018-10, A Resolution Removing Policy 3.1.130(e) Regarding Overtime Pay Calculated for Non-worked Compensation Hours for Holiday, Comp and Sick Pay 9) Review Recommendations from Bruce Parker Regarding Possible Modifications to Land Use Ordinances 10) Review MOU between Gunnison City and Gunnison Community Scouts with Proposed Approval 11) Proposed Approval of City Council Meeting Minutes for Wednesday, November 28, 2018, Open Session 12) Proposed Approval of Bills and Adjustments 13) Future Items 14) Closed Session 15) Adjourn NOTE: The agenda items may be discussed in any order. *In compliance with ADA, persons needing auxiliary communicative aids & accommodations for City-sponsored public meetings, services, programs, etc. should call City Offices at (435)528-7969 giving at least 24 hours notice. Consideration of adjourning into a Closed Session pursuant to the Provisions of Section 52-4-205(1) of the Open Meeting Law for the purpose of (a) discussion of the character, professional competence, or physical or mental health of an individual; (c) strategy sessions to discuss pending or reasonably imminent litigation; and (d) strategy sessions to discuss the purchase, exchange, or lease of real property, including any form of a water right or water shares, if public discussion of the transaction would: (i) disclose the appraisal or estimated value of the property under consideration; or (ii) prevent the public body from completing the transaction on the best possible terms.
