- TOQUERVILLE CITY COUNCIL Regular Business Meeting Agenda October 21, 2026, at 6:00 pm 212 N. Toquer Blvd, Toquerville Utah This meeting will also be broadcast via YouTube live on the Toquerville City YouTube channel at https://www.youtube.com/@toquervillecity A. CALL TO ORDER: 1. Call to Order - Mayor Dan Catlin 2. Pledge of Allegiance - Councilman Olsen 3. Statements of Belief/Opening Prayer - Councilwoman Preslar B. APPROVAL OF AGENDA: 1. Approval of Agenda Order 2. Disclosures and Declarations of Conflicts from Council Members and Mayor. C. CONSENT AGENDA: 1. Review and possible approval of meeting minutes from October 7, 2026, City Council Meeting. 2. Review and possible approval of City Expenditures from September 2026. D. PRESENTATION: 1. Utah Wellbeing Survey Results - Ben Billingsley E. PUBLIC FORUM: Limit three (3) minutes per person; please address the microphone and state full name and address. Please note there may be no response by any City official during this time. For specific questions, please contact staff directly. F. BUSINESS ITEMS: 1. Discussion and possible action to determine the materiality of an MPDO Modification Application submitted by Firelight Development, Inc. regarding permitted uses in Commercial Planning Areas. 2. Discussion and possible action to determine the materiality of an MPDO Modification Application submitted by Firelight Development, Inc. regarding sign standards throughout Firelight communities and parks. 3. Discussion and possible action on Resolution 2026.XX - a resolution adopting a policy for the acceptance of donations and sponsorships. 4. Discussion and possible action on Resolution 2026.XX - a resolution adopting a code enforcement policy. 5. Discussion and possible action on Resolution 2026.XX - a resolution to designate Arbor Day. G. WORK ITEMS: 1. Discussion regarding the City's communication software. 2. Discussion regarding the City's municipal code hosting provider. H. CALENDAR OF EVENTS: 1. Fall Festival & Trunk or Treat - Saturday, October 24th from 6:00 p.m. to 8:00 p.m. at Center Street Park. Sign up for Trunk or Treat can be found on the City website and socials. 2. Veterans Day Cinnamon Rolls - Wednesday, November 11th from 7:30 a.m. to 10:30 a.m. at the Toquerville City Offices. 3. Christmas Tree Lighting - Monday, November 30th at 7:00 p.m. at the Toquerville City Hall. I. CLOSED MEETING: Discuss litigation, security, property acquisition or sale or the character and professional competence or physical or mental health of an individual (if needed). J. BUSINESS ITEMS: 1. Discussion and possible appointment of a City Attorney. K. ADJOURN: In compliance with the Americans with Disabilities Act, individuals needing special accommodations (including auxiliary communicative aids and services) during this meeting should notify the City Office 435.635.1094, at least 48 hours in advance.
