SPECIAL DISTRICT QUESTION
Official Ballot Proposition for the Snyderville Basin
Special Recreation District, Summit County, Utah Bond Election
November 3, 2026
Certified by the Clerk of Summit County
PROPOSITION
Shall the Snyderville Basin Special Recreation District (the 'District'), of Summit County, Utah
(the 'County') be authorized to issue General Obligation Bonds
in an amount not to exceed Seventy-One Million Dollars ($71,000,000) (the 'Bonds') for the purpose
of financing all or a portion of the costs of acquiring and/or constructing recreational
facilities, related site
improvements, and trail and open space improvements within the District; said Bonds to be due and
payable
in not to exceed twenty (20) years from the date of issuance of the Bonds?
Property Tax Cost of Bonds: If the Bonds are issued as planned a property tax sufficient to pay
debt service on the Bonds will be required over a period of twenty
(20) years in the estimated average amount of $120.94 per year on a $1,000,000 primary residence
and in the estimated amount of $219.90 per year on a business property having the same value.
The District has other outstanding bonds for which a tax decrease would occur upon the retirement
of such bonds which may not occur if the proposed Bonds are issued.
The foregoing information is only an estimate and is not a limit on the amount of taxes that the
County may be required to levy to pay debt service on the Bonds. The Summit County Council is
obligated to levy taxes to the extent provided by law in order to pay the Bonds.
The amounts are based on various assumptions and estimates, including estimated debt service on the
Bonds and taxable values of property within the District.
FOR THE ISSUANCE OF BONDS (YES)
AGAINST THE ISSUANCE OF BONDS (NO)
THE ARGUMENTS FOR OR AGAINST A BALLOT PROPOSITION ARE THE OPINION OF THE AUTHOR.
Argument FOR the proposed ballot question
On the November ballot, voters in the Snyderville Basin Special Recreation District (the
'District') will decide whether to authorize the District to borrow $71 million for the
construction of recreation facilities to expand services across a broader section of the community.
The District's existing indoor facility, the Fieldhouse, has previously expanded to keep pace with
a growing population within the District, but geographical constraints of the site prevent further
expansion to meet the projected growth that the approved new development in the Basin will bring.
Regular users and program participants have consistently identified undersized fitness space and
limited indoor swimming access as the facility's most significant constraints.
If approved, this bond will fund expanded fitness space at a new primary recreation facility and
recreation investment at a second site. New recreation facilities would include the strength and
cardio capacity residents have identified as most needed. Additionally, the new facilities are
proposed to include indoor aquatics to provide dedicated year-round swimming, indoor climbing and
bouldering, an indoor court and
multi-purpose/flex space that can serve a variety of recreational needs, and an outdoor field that
can be converted to indoor use.
The District has worked to limit the scope of this bond to align with extensive public input.
Amenities the community has requested that do not require bond funding - including trails, outdoor
courts, and other park features - are being pursued through grants, impact fees, and private
partnerships rather than property taxes.
The estimated cost of this bond is approximately $120.94 per year for the median $1M fair market
value primary resident household. Businesses in the District would pay an estimated annual cost of
$21.09 per $100k of fair market value.
This measure reflects years of public engagement, including community surveys and public open
houses, that have consistently identified fitness capacity, aquatics, climbing, and additional
indoor courts as the community's top recreation priorities. Availability of local bond funding also
broadens the
District's ability to pursue matching grants and private partnerships, as well as leverage Impact
Fees for these projects.
The District is asking voters to approve this $71 million bond
so that progress can continue toward the recreation priorities identified by residents. This will
allow the District to provide equitable access to fitness and recreation to make for a healthier
community.
