Call to Order - Mayor Pro Tempore Campbell 2. Pledge of Allegiance - Councilwoman Chamberlain 3. Statements of Belief/Opening Prayer - Councilman Sands B. APPROVAL OF AGENDA: 1. Approval of Agenda Order 2. Disclosures and Declarations of Conflicts from Council Members. C. CONSENT AGENDA: 1. Review and possible approval of meeting minutes from September 16, 2026, City Council Meeting. D. REPORTS: 1. Ash Creek Special Services District Representative - Mike Chandler 2. Hurricane Valley Fire District Representative - Chief Robert Hooper 3. Assistant City Manager - Darrin LeFevre 4. City Manager - Ben Billingsley 5. City Council Board Reports E. PRESENTATION: 1. 2026-2027 Toquerville Royalty Introductions F. PUBLIC FORUM: Limit three (3) minutes per person; please address the microphone and state full name and address. Please note there may be no response by any City official during this time. For specific questions, please contact staff directly. G. BUSINESS ITEMS: 1. Discussion and possible action on Resolution 2026.XX - a resolution modifying Toquerville City's Uniform Fee Schedule regarding facility and event fees. 2. Discussion and possible action regarding a joint application to the BLM for right-of-way acquisition with Steve Gilbert. H. CALENDAR OF EVENTS: 1. Movies in the Park (Hotel Transylvania) - Friday, October 9th at Westfield Park - movie starts at dusk. 2. Fall Festival - Saturday, October 24th - more info coming soon! I. CLOSED MEETING: Discuss litigation, security, property acquisition or sale or the character and professional competence or physical or mental health of an individual (if needed). J.
