Waterleaf Phase I, LLC Level II Antidegradation Review
Purpose of Public Notice
On July 28, 2026, the Director of the Utah Division of Water Quality issued a public notice providing a 30-day review period of the Level II Antidegradation Review (ADR) required for Waterleaf Phase 1, LLC's Great Salt Lake Phase 1 Lithium Extraction Project (First Public Comment Period).
After considering the comments received during the First Public Comment Period, the Director requested modifications to the Level II ADR to address concerns raised. Specifically, information on the manganese treatment system (Section 2.3.1), the parameters of concern (Section 5 and Section 10), and the alternatives analysis (Section 6) were updated. In addition, the requirements for chlorine monitoring (Section 5.2) were clarified. The update also includes other minor corrections and process clarifications.
The public comment period is being extended for the narrow purpose of making the updated information available for public comment. The Director solicits comments only on the updated information identified in this Notice. To help identify the updated information in the ADR report, both a redlined version capturing the revisions, and a final version, are attached to this Notice. Concerning the previously noticed Level II ADR, the Director will only consider comments submitted on or before August 27, 2026, and will summarily disregard comments that are duplicative, late, or out of scope.

The Director will consider all comments in making a final decision.
