Minutes of the Worker Classification Coordinated Enforcement Council Labor Commission, 160 East 300 South, Salt Lake City September 8, 2026 - 9:30 a.m. Council Members Present: Chris Hill, Chair Deputy Commissioner, Labor Commission Todd Jenson Assistant Attorney General Marisela Chavez Director, Utah State Tax Commission Mike Miller Assistant Division Director, Unemployment Insurance Division, Department of Workforce Services Allyson Pettley Bureau Manager, Division of Professional Licensing, Utah Department of Commerce Council Members Excused: Visitors: A list of visitors is provided at the end of the Minutes. Topic Discussion Action Welcome and Approval of Minutes Chair Hill called the meeting to order at 9:31 a.m. and welcomed everyone. Allyson Pettley moved to approve the June meeting minutes. Marisela Chavez seconded the motion. All were in favor. Business Legislative updates Misclassification Issues Presentation Next Meeting Public Comment Closed Meeting Opened Meeting Chris Hill expressed appreciation to the members for providing updated figures, allowing the annual report to be submitted to the Business and Labor Interim Committee in advance of the September 1st deadline. None Chair Hill emailed the Labor Commission spreadsheet and pointed out a drop in case numbers this quarter, bringing volume back toward the typical range of 30 to 40 cases per quarter. Allyson Pettley noted that recent staffing adjustments at DOPL may lead to the misclassification responsibilities being reassigned to a new investigator. Chair Hill offered December 8, 2026, at 9:30 a.m. for the next meeting. None Chair Hill motioned to close the open meeting. Allyson Pettley seconded the motion. All were in favor. The meeting adjourned at 9:36 a.m. Chair Hill opened the meeting at 9:40 a.m. Chair Hill motioned to adjourn the meeting. Allyson Pettley seconded the motion. All were in favor.
