AGENDA
The Cache County Fire Protection District Board of Trustees will meet Wednesday, September 2, 2026, commencing at 12:00 p.m. in the Cache County Historic Courthouse, Council Chambers, 199 North Main Logan, Utah 84321.
1. CALL TO ORDER
2. REVIEW AND APPROVAL OF MINUTES -- AUGUST 26, 2026
3. PROPOSALS FOR CONSIDERATION OF ACTION
a. Additional SOAC Members
Consideration of additional members (non-voting) to the South Operations Advisory Committee as suggested by SOAC including: Casey Snider, Hyrum Fire Chief, Wellsville Fire Chief, Mendon Fire Chief, Paradise Fire Chief and Cache County Fire Chief
b. Additional NOAC Members
Consideration of additional members (non-voting) to the North Operations Advisory Committee as suggested by NOAC
c. RESOLUTION 2026-02 - Setting the Cache Fire Protection District levy for the District for the purpose of providing the necessary funding for District Fire/EMS service
NOAC and SOAC recommend that the levy should be set at a level sufficient to raise the amount of not more than 4,200,000 (4.2M). The CFPD Board will discuss the recommendations and determine the amount of the levy, if any, it will impose
d. RESOLUTION 2026-03 - Recommendation to Cache County to implement and fund a Municipal Services Levy for the purpose of providing funding for Fire/EMS service to the unincorporated areas of Cache County
The CFPD Board will discuss and determine whether it should make a recommendation for the Municipal Services Levy in an amount approximately equivalent to the funding provided by city residents. NOAC and SOAC recommend the levy should be set at a level sufficient to raise the amount of not more than 750,000. The CFPD Board will discuss the recommendations and determine the amount of the levy, if any, it will recommend to Cache County
.
e. RESOLUTION 2026-04 - Amending the name from the Cache County Fire Protection District to the Cache Fire Protection District
The CFPD Board will consider taking the necessary steps to formally change the name of the Fire Protection District.
f. RESOLUTION 2026-05 - Dividing the Cache Fire Protection District Board into Divisions for the purpose of appointing members of the Board of Trustees by division rather than at large
NOAC and SOAC have recommended to the 'Appointing Individual' that the CFPD Board be divided into 'Divisions' for the purpose of appointing members of the Board of Trustees by division rather than at large. The CFPD Board will consider those recommendations, and with notice, will conduct a public hearing concerning the proposed eleven (11) geographical divisions set forth as follows:
(1) One Trustee from a Division composed of the entire CFPD
(2) One Trustee from a Division composed of the entire South CFPD
(3) One Trustee from a Division composed of the entire North CFPD
(4) Six Trustees from six Divisions, one for each of the six largest cities in the CFPD: Smithfield, Hyde Park, North Logan, Providence, Nibley and Hyrum
(5) One Trustee from a Division composed of the small cities and unincorporated areas in the South CFPD: Wellsville, Mendon, Millville, River Heights and Paradise)
(6) One Trustee from a Division composed of the small cities and unincorporated areas in the North CFPD: Amalga, Trenton, Newton, Lewiston, Richmond, Clarkston and Cornish
Subsequent to the Public Hearing, the CFPD Board will determine whether to make a recommendation to the 'Appointing Individual' to complete an 'Appointed Board Division' as presented.
g. Discussion/Appointment and Swearing-in of a Clerk and Treasurer for the Cache Fire Protection District
h. Completion of the State Auditor's Training for Special District and Special Service District Board Members
i. Purchase of Crime Insurance for each Board Member
4. NEXT MEETING AND UPCOMING BUSINESS
Discussion and consideration of the next meeting date and setting public hearings for RESOLUTION 2026-04 and RESOLUTION 2026-05.
