Ordinance: Northwest Community Plan The Council will consider adopting the Northwest Community Plan. The plan is designed to guide existing and anticipated development for the Rose Park, Fairpark, Jordan Meadows, Poplar Grove, and Westpointe neighborhoods for the next 15 years. The plan also includes the North Temple Station Area Plans for the four TRAX Stations within the plan area, as well as the future land use map. The plan is located in Council Districts 1 and 2. Ordinance: Six-Year Capital Asset Plan The Council will consider adopting an ordinance that would approve the six-year Capital Asset Plan for the Salt Lake City General Fund. Resolution: Capital Improvement Program The Council will consider adopting a resolution for project funding allocations in the Capital Improvement Program (CIP), which involves the construction, purchase, or renovation of buildings, parks, streets, or other City-owned physical structures. Generally, projects have a useful life of at least five years and cost $50,000 or more. The Council approves debt service and overall CIP funding in June with the annual budget process, while project-specific funding is approved by September 1 of the same calendar year. D. NEW BUSINESS: NONE. E. UNFINISHED BUSINESS: NONE. F. CONSENT: 1. Ordinance: Zoning Map Amendment at Approximately 2025 and 2075 West 2670 North and 2620 North 2200 West The Council will set the date of Tuesday, September 22, 2026 at 7 p.m. to accept public comment and consider adopting an ordinance that would amend the zoning of the properties at 2025 and 2075 West 2670 North and 2620 North 2200 West from AG-2 (Agricultural District) to M1-A (Northpoint Light Industrial District). The proposal would allow future light industrial uses on the properties at 2075 and 2025 West 2670 North, which are currently irrigated pastureland and contain no structures. The property at 2620 North 2200 West currently has a single-family home and would primarily function as an alternate access to and from 2200 West. Consideration may be given to rezoning the property to another zoning district with similar characteristics. The Planning Commission forwarded a negative recommendation. The project is within Council District 1. Petitioner: Dustin Kuttler, representing the property owner. Petition No.: PLNPCM2025-01205. Ordinance: Zoning Map and General Plan Amendment at Approximately 1990 and 2002 South 500 East The Council will set the date of Tuesday, September 15, 2026 at 7 p.m. to accept public comment and consider adopting an ordinance that would amend the zoning of the properties at approximately 1990 and 2002 South 500 East from R-1/5000 (Single Family Residential District) to RMF-35 (Moderate Density Multi-Family District). The proposal would also amend the Central Community Future Land Use Map from Low Density Residential to Medium Density Residential. The proposed amendments would facilitate the construction of 22 for-sale, four-bedroom townhomes with two-car garages and a playground amenity. The properties are located within the Liberty Wells neighborhood. Consideration may be given to rezoning the property to another zoning district with similar characteristics. The project is within Council District 5. Petitioner: Castlewood Development. Petition No.: PLNPCM2026-00329 & PLNPCM2026-00331. Ordinance: Alley Vacation Near 2553 South Chadwick Street The Council will set the date of Tuesday, September 15, 2026 at 7 p.m. to accept public comment and consider adopting an ordinance that would vacate portions of two City-owned alleys between approximately 2553 South Chadwick Street, 2554 South Dearborn Street, and 1407-1445 East Stratford Avenue. If approved, the alleys would be divided and allocated to the adjacent property owners. The first alley runs from Chadwick Street to Dearborn Street and measures 12 feet wide by 262 feet long. The second alley, along the east property line, is 12 feet wide and 51 feet long. Accessory buildings encroach on the alleyway, and most abutting properties have used the alley as their own. Five properties use the north-to-south alley accessed from Parkway Avenue. Located within Council District 7. Petitioner: Anne and Zach Taylor. Petition No.: PLNPCM2026-00073. Ordinance: Alley Vacation at Approximately 750 South Main Street The Council will set the date of Tuesday, September 15, 2026 at 7 p.m. to accept public comment and consider adopting an ordinance that would vacate a City-owned alley between properties at approximately 750 and 778 South Main Street, 16 West 800 South, and 755 South Richards Street. If approved, the alley would support the construction of an off-site parking structure that will serve the future hospital. The alley is approximately 8.25 feet wide by 248 feet long and 2,042 square feet. The Planning Director forwarded a positive recommendation. Located within Council District 4.
