B. PUBLIC HEARINGS: 1. Resolution: Intention to Designate the Sugar House Special Assessment Area The Council will accept public comment on a Resolution of Intention to designate the Sugar House Business District 2027 (SHBD-27), establishing a Special Assessment Area (SAA) in the core commercial area of Sugar House. Resolution: Waiver of Proximity for Silverside Deli at 2122 South Highland Drive The Council will accept public comment on a resolution that would establish a waiver of proximity for Silverside Deli at 2122 South Highland Drive, pursuant to Utah Code 32B-1-202. The restaurant is located across the street from Sprague Library within Council District 7. As of May 2026, state code requires local municipalities to approve a waiver of proximity for liquor permits prior to the Utah Department of Alcoholic Beverage Services (DABS) granting the license when the location is within a specific proximity to a community location, such as a library, public park, or playground. The City is required to hold a public hearing at least 30 days before a waiver can be approved. Ordinance: Maximum Daily Water Use Text Amendment The Council will accept public comment and consider adopting an ordinance that would amend Title 21A of the Salt Lake City Code to clarify that non-residential land uses are subject to the maximum daily water consumption of 200,000 gallons per day. On March 24, 2026, the Council adopted a temporary land use regulation (TLUR) that modified the exemptions to the maximum daily water use allowed. The proposal would formally adopt the TLUR, modifying the daily maximum water consumption allowed by limiting the exemptions to agriculture, schools, government-owned or operated facilities that primarily provide social services, places of worship, and hospitals. Ordinance: Northwest Community Plan The Council will accept public comment and consider adopting the Northwest Community Plan. The plan is designed to guide existing and anticipated development for the Rose Park, Fairpark, Jordan Meadows, Poplar Grove, and Westpointe neighborhoods for the next 15 years. The plan also includes the North Temple Station Area Plans for the four TRAX Stations within the plan area, as well as the future land use map. The plan is located in Council Districts 1 and 2. Ordinance: Ballpark Zoning Map and Text Amendment The Council will accept public comment and consider adopting an ordinance that would amend the zoning of multiple properties related to the former Ballpark property. During the July 14 work session, the Council conducted a straw poll to show support for rezoning all parcels proposed for MU-11 (Mixed-Use 11) to MU-8 (Mixed-Use 8). The revised proposal would amend the zoning as follows: - 55 West Paxton Avenue, 77 West 1300 South, 1355 and 1357 South West Temple, and 1356 South Main Street from PL (Public Lands) to MU-8 (Mixed-Use 8). - 1381 South West Temple from PL (Public Lands) and RMF-35 (Moderate Density Residential Multi-Family) to MU-8 (Mixed-Use 8) and MU-5 (Mixed-Use 5). - 1395 and 1397 South West Temple from RMF-35 (Moderate Density Residential Multi-Family) to MU-5 (Mixed-Use 5). The proposal includes a text amendment that would remove Ballpark-specific sign requirements. The proposal would establish zoning regulations that align with the Ballpark NEXT Community Design Plan, which was adopted by the Community Reinvestment Agency Board in December 2025. Consideration may be given to rezoning the property to another zoning district with similar characteristics. The project is within Council District 5. Petition No.: PLNPCM2025-01089. Ordinance: Mobile Business Text Amendment The Council will consider adopting an ordinance that would amend various sections of Title 21A of the Salt Lake City Code pertaining to mobile businesses on private property. The proposal would address legislative changes in state law that limit the types of regulations cities can impose on mobile businesses and bring the City's mobile business code into compliance. D. NEW BUSINESS: 1. Resolution: Amendment to the Interlocal Agreement with the Salt Lake City Library Related to Tax Increment The Council will consider adopting a resolution that would approve the proposed amendment to the interlocal agreement to clarify the intended budget allocations of tax increment between Salt Lake City, the Salt Lake City Library, and the Salt Lake City Community Reinvestment Agency. The Salt Lake County District Attorney and the Utah State Tax Commission determined that the Library was not a separate taxing entity from Salt Lake City. As a result, Salt Lake County directed all the Library's tax increment to the Agency for tax years 2024 and 2025. Ordinance: Enhancing Transparency for Police Automatic License Plate Reader Systems The Council will set the date of Tuesday, September 15, 2026 at 7 p.m. to accept public comment and consider adopting an ordinance that would amend Chapter 2.10 of the Salt Lake City Code pertaining to the regulation of the Police Department's use of the City's Automatic License Plate Reader (ALPR) system. The proposal would establish a regulatory framework to govern the use, access, retention, sharing, training, security, and auditing of the Police Department's use of the City's ALPR systems and data.
