Those in attendance were Mayor Pro Tem Tracy Wright, City Manager Mat Houston, City Recorder Tyrissa Howell, City Attorney Barry Huntington, and City Council Members James Kinsey, Mike Sarles, and David Dodds. Mayor Kim Soper and Council Member Cindy Stewart were absent.
OPENING CEREMONY
Council Member David Dodds led the Pledge of Allegiance and offered the invocation.
ADOPTION OF THE AGENDA
Motion to adopt the agenda was made by Mike Sarles and seconded by David Dodds. The motion carried unanimously.
APPROVAL OF MINUTES
Motion to approve the minutes as presented was made by James Kinsey and seconded by David Dodds. The motion carried unanimously.
FARMERS MARKET
Council Member Tracy Wright updated the Council on the new Farmers' Market. Moni Nyborg will manage the market as a pilot program, with the city offering administrative support, while she oversees daily operations. The market will run on Saturday mornings from 9:00 AM to noon, starting in August, with a tentative vendor fee of $45 per month or $15 per week. The market will be on the grass behind Zions Bank, with Panguitch City providing power. Vendors must clean up after events. Vendors must handle their own state permits and tax forms.
CONDITIONAL USE PERMIT - HORSE AT 357 E 100 N
Motion to approve the Conditional Use Permit for a horse at 357 East 100 North was made by Mike Sarles and seconded by David Dodds. The motion carried unanimously.
BUSINESS LICENSE - ADOBE DESERT BOUTIQUE MOTEL @ 390 N MAIN
Motion to approve the business license for Adobe Desert Boutique Motel at 390 North Main was made by David Dodds and seconded by Mike Sarles. The motion carried unanimously.
BUSINESS LICENSE - DG RETAIL, LLC @ 489 N MAIN
Motion to approve the business license for DG Retail, LLC at 489 North Main was made by James Kinsey and seconded by David Dodds. The motion carried unanimously.
BUSINESS LICENSE - KNIGHT EQUIPMENT SERVICES, LLC
Motion to approve the business license for Knight Equipment Services, LLC at 90 South 100 West was made by Mike Sarles and seconded by David Dodds. The motion carried unanimously.
EXECUTIVE SESSION
Motion to enter into Executive Session for personnel matters, including David Dodds, Mat Houston, Barry Huntington, Tyrissa Howell, Tracy Wright, James Kinsey, and Mike Sarles, was made by David Dodds and seconded by James Kinsey. All voted in favor. The motion carried.
Motion to exit the Executive Session was made by James Kinsey, seconded by David Dodds at 6:08 PM. All were in favor.
DEPARTMENT REPORTS/CALENDAR
Right of Ways: City Manager Mat Houston reported the completion of a letter that he sent to City Attorney Barry Huntington for review, which addresses the cleanup of the rights-of-way. Council Member James Kinsey submitted eleven properties he felt should get a notice.
Library: The children's librarian position has been published in the local newspaper.
The Summer Food Program: The summer food program has been extended for two additional weeks through August 12th.
Traffic Signs: Council Member James Kinsey presented a map regarding traffic safety on 300 North. He identified several yield signs that he believes should be converted to stop signs, particularly at the curve from 200 North onto 175 West, at the intersection of 200 North and 100 West, and at the intersection of 100 North and 300 West. Additionally, Council Member James Kinsey requested that the portable flashing 'SLOW' sign be temporarily relocated in front of the school for approximately four weeks ahead of the school year.
America 250: Council Member Mike Sarles reported that the America 250 celebration on July 4th went very well. Events, including the flag raising, the program at the social hall, and the City's BBQ, were well-attended and received positive community feedback.
Pioneer Day: City Manager Houston announced that the Pioneer Day Parade, scheduled for July 24th, will feature retired City employee Dave Owens as the grand marshal, recognizing his retirement following approximately 41 years of dedicated service and 20 years serving in the National Guard.
The Homecoming Rodeo: Approximately 170 contestants are currently registered for the rodeo, marking an increase of approximately 50 registrants compared to the previous year. This rise in participation is attributed to rescheduling the event one week earlier to prevent conflicts with other regional rodeos.
Landfill: The dozer at the landfill continues to have mechanical issues. After replacing a $17,000 radiator in the prior year, a separate $8,000 hydraulic fan pump has now been identified as a further problem.
Fireworks on the 24th: City Manager Houston suggested potentially designating the fairgrounds as a supervised area where residents could light personal fireworks with fire engines on standby, given rain in the forecast and concerns about the safety of fireworks near RV parks and dry fields. No formal action was taken; the mayor and fire chief will confer on the matter.
