5. Public Input - This time has been set aside for the public to express ideas, concerns, and comments for subject matter not listed as public hearing on the agenda. Limit of 3 minutes per speaker, unused time may not be given to another. Time for Public Input is limited to no more than 15 minutes total.

CONSENT ITEMS
The Council may approve these items without discussion or public comment and may remove an item to the Business Items for discussion and consideration.
1. Update to the Personnel Policies and Procedures Manual. Ordinance 26-32 (07-21-26).
2. Approval of Minutes: July 7, 2026.
BUSINESS ITEMS
The Council will discuss (without public comment) and may approve the following items:
1. Development Agreement amendment for Saratoga View Assisted Living Center, located at 1429 N. Utah Cottage Drive. Adam Lambert as applicant. Ordinance 26-33 (07-21-26).
2. Amendments to Title 19 Land Development Code of the City of Saratoga Springs, Chapter 19.14 for phased non-residential site plans. City initiated, Citywide. Ordinance 26-31 (07-21-26).
3. Amendments to Title 19 Land Development Code of the City of Saratoga Springs, chapter 19.19 Open Space, for minimum required amenities. Citywide, City initiated. Ordinance 26-34 (07-21-26).
4. Program for the Inspection and Maintenance of Sidewalks. Resolution R26-43 (07-21-26).
5. Council Comments: Council members may discuss specific topics or issues they wish to have formally considered for inclusion on a future meeting agenda. No action will be taken.
