The Council will approve the work session meeting minutes of April 21, 2026, May 5, 2026, May 28, 2026, and June 11, 2026, as well as the formal meeting minutes of June 2, 2026, June 9, 2026, and June 16, 2026. B. PUBLIC HEARINGS: 1. Grant Application: My Brother's Keeper Program - Promise Partnership Utah Grant The Council will accept public comment for a grant application request from the Youth and Family Division of the Community and Neighborhoods Department to Promise Partnership Utah (formerly United Way Salt Lake). If awarded, the grant would fund afterschool and academic support, basic needs, and technical assistance for the My Brother's Keeper (MBK) Navigator initiative at East High School. The MBK program aims to improve high school graduation rates for boys and young men of color (BYMOC). The grant period is from July 1, 2026 - June 30, 2027. Ordinance: Six-Year Capital Asset Plan The Council will accept public comment and consider adopting an ordinance that would approve the six-year Capital Asset Plan for the Salt Lake City General Fund. Resolution: Capital Improvement Program The Council will accept public comment and consider adopting a resolution for project funding allocations in the Capital Improvement Program (CIP), which involves the construction, purchase or renovation of buildings, parks, streets, or other City-owned physical structures. Generally, projects have a useful life of at least five years and cost $50,000 or more. The Council approves debt service and overall CIP funding in June with the annual budget process, while project-specific funding is approved by September 1 of the same calendar year. C. POTENTIAL ACTION ITEMS: 1. Ordinance: Alley Vacation at Approximately 567 East Warnock Avenue The Council will consider adopting an ordinance that would vacate a City-owned alley adjacent to the properties at approximately 567 East Warnock Avenue and 2434 South 600 East, running between Warnock Avenue and the Interstate 80 right-of-way. If approved, the alley would be divided in half and allocated to the neighboring property owners. The alley is 16.5 feet wide and 80 feet long, with no public access, and is currently occupied by power poles for both properties and lines crossing to the other side of Interstate 80. Located within Council District 7. Petitioner: Jill Genessy, on behalf of property owner Gray Willow, LLC. Petition No.: PLNPCM2025-01099. D. NEW BUSINESS: NONE. E. UNFINISHED BUSINESS: NONE. F. CONSENT: 1. Ordinance: Ballpark Zoning Map and Text Amendment The Council will set the date of Tuesday, August 18, 2026 at 7 p.m. to accept public comment and consider adopting an ordinance that would amend the zoning of multiple properties related to the former Ballpark property as follows: - 55 West Paxton Avenue, 77 West 1300 South, 1355 and 1357 South West Temple, and 1356 South Main Street from PL (Public Lands) to MU-11 (Mixed-Use 11). - 1381 South West Temple from PL (Public Lands) and RMF-35 (Moderate Density Residential Multi-Family) to MU-11 (Mixed-Use 11) and MU-5 (Mixed-Use 5). - 1395 and 1397 South West Temple from RMF-35 (Moderate Density Residential Multi-Family) to MU-5 (Mixed-Use 5). The proposal includes a text amendment to the MU-11 standards relating to this site and the removal of the Ballpark-specific sign requirements. The proposal would establish zoning regulations that align with the Ballpark NEXT Community Design Plan, which was adopted by the Community Reinvestment Agency Board in December 2025. Consideration may be given to rezoning the property to another zoning district with similar characteristics. The project is within Council District 5. Petition No.: PLNPCM2025-01089. Resolution: Waiver of Proximity for Silverside Deli at 2122 South Highland Drive The Council will set the date of Tuesday, August 18, 2026 at 7 p.m. to accept public comment and consider adopting a resolution that would establish a waiver of proximity for Silverside Deli at 2122 South Highland Drive, pursuant to Utah Code 32B-1-202. The restaurant is located across the street from Sprague Library within Council District 7. As of May 2026, State code requires local municipalities to approve a waiver of proximity for liquor permits prior to the Utah Department of Alcohol Beverage Services (DABS) granting the license when the location is within a specific proximity to a community location, such as a library, public park, or playground. The City is required to hold a public hearing at least 30 days before a waiver can be approved. Ordinance: Maximum Daily Water Use Text Amendment The Council will set the date of Tuesday, August 18, 2026 at 7 p.m. to accept public comment and consider adopting an ordinance that would amend Title 21A of the Salt Lake City Code to clarify that non-residential land uses are subject to the maximum daily water consumption of 200,000 gallons per day. On March 24, 2026, the Council adopted a temporary land use regulation (TLUR) that modified the exemptions to the maximum daily water use allowed. The proposal would formally adopt the TLUR, modifying the daily maximum water consumption allowed by limiting the exemptions to agriculture, schools, government-owned or operated facilities that primarily provide social services, places of worship, and hospitals. The proposal would apply to all zoning districts. Ordinance: Northwest Community Plan The Council will set the date of Tuesday, August 18, 2026 at 7 p.m. to accept public comment and consider adopting the Northwest Community Plan. The plan is designed to guide existing and anticipated development for the Rose Park, Fairpark, Jordan Meadows, Poplar Grove, and Westpointe neighborhoods for the next 15 years. The plan also includes the North Temple Station Area Plans for the four TRAX Stations within the plan area, as well as the future land use map. The plan is located in Council Districts 1 and 2.
