The purpose of the joint work session includes presentations and discussions regarding:
- Agenda Review for the Special City Council and Redevelopment Agency meetings;
- Proposed Union Station Neighborhood Project Cost-Sharing Agreement;
- Proposed Fiscal Year 2026-2027 Budget Amendment - Future Park Property Reserve;
- Proposed Resolution Adopting Fair and Transparent Methods to Fill Midterm Council Vacancy;
- Council/Board Business; and
- Council/Board Comments.
Any items not fully addressed prior to the 6:00 p.m. Special City Council and Redevelopment Agency meetings may be addressed immediately following those meetings.
6:00 p.m. Special City Council Meeting

a. Field trip of June 30, 2026 - Council member Richey
4. New Business:
a. City Council Midterm Vacancy Procedures Resolution. Proposed Resolution 2026-9 adopting a fair and transparent method to eliminate applicants to fill a midterm vacancy on the Ogden City Council pursuant to Utah Code § 20A-1-510. (Adopt/not adopt resolution - roll call vote)
5. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any issue or topic. To ensure that the meeting is managed in an orderly and efficient manner, public comments will be limited to three minutes or less per person, as determined by the Council Chair. Participants are to state their names for the record. Comments which cannot be made within the established time limit may be submitted to the City Council Office by email at citycouncil@ogdencity.gov, online at www.ogdencity.com/publicinput, or by voice message at 801-629-8158.

Redevelopment Agency Meeting

2. Reports from Administration:
a. Thorstensen Building Land Transfer and Development Agreement Amendments. Proposed Resolution 2026-6 approving the first amendment to the land transfer and development agreement between the Agency and The Lotus Group regarding the Thorstensen Building located at 2331 Grant Avenue. (Receive public input; adopt/not adopt resolution - roll call vote)
b. Color Sky Homes Participation and Incentive Agreement. Proposed Resolution 2026-7 approving and authorizing the Executive Director to execute the terms and conditions of a participation and incentive agreement for its development of The Vibe Project. (Receive public input; adopt/not adopt resolution - roll call vote)
