NOTICE IS HEREBY GIVEN THAT ON Friday, June 26, 2026, 9:00 am, two public hearings will be held by the Military Installation Development Authority (MIDA) to accept public comments regarding the proposed amended budget for fiscal year 2025-2026 and the proposed budget for fiscal year 2026-2027.
Please note that neither budget includes revenues or direct expenditures related to the Stratos Project Area, and the Board will not be taking public comment about, deliberating about, or taking action upon the Stratos Project Area at these public hearings.

BUDGET PUBLIC HEARING GUIDELINES
The MIDA Board welcomes public input. To keep public hearings and meetings respectful, orderly, and efficient, please follow these guidelines:
Required Pre-Registration & Joining the Meeting
To have an opportunity to speak in the public hearing for the proposed FY 2026-2027 MIDA Budget or the public hearing for the proposed amended FY2025-2026, you must register with your legal first and last name using the Zoom link listed above.
Registration closes promptly when the board meeting begins on June 26, 2026 at 9:00 am.
Your link to join the meeting will be emailed to you one (1) hour before the start time.
Upon joining, please ensure your Zoom display name exactly matches the name you used to register. If your names do not match, staff may be unable to identify you in the queue and you may miss your turn to speak.
Giving Your Public Comment
Public hearings are reserved for comments on specific agenda items. During the public hearing for the proposed Fiscal Year 2026-2027 budget or proposed amended Fiscal Year 2025-2026 Budget, only comments related to the budgets are permitted. The Chair, or the Board by majority vote, retains the discretion to terminate any public comments that are not germane to the proposed Fiscal Year 2026-2027 or the proposed amended Fiscal Year 2025-2026 budgets.
When it is your turn to speak via Zoom, staff will give you the ability to unmute your line so you can share your comments. Each speaker is allotted two (2) minutes to ensure all participants have an opportunity to share their thoughts. Time cannot be transferred or yielded to another person. Staff will mute you after your time is up, and we'll move on to the next speaker.
The Chair may not take comment from an individual unless the individual provides the individual's legal name and the entity that the individual represents, if any, and also states the individual's place of residence.
Speakers should avoid profanity, threats, personal attacks, discriminatory language, and disruptions such as yelling or cheering.
Please note that the Board typically does not engage in a dialogue or respond during public comment. This allows every speaker to share their thoughts without interruption.
Each public hearing is limited to a maximum duration of thirty (30) minutes. If a speaker is actively commenting when the 30-minute limit is reached, they will be permitted to finish their allotted two (2) minute comment period. As a result of the 30-minute limit, we may not be able to get to every registered speaker in the queue.
The Chair, or the Board by majority vote, may terminate the public comment phase at any time.
The MIDA Board respects the constitutional right to free speech. It recognizes that some comments may be legally permissible under the U.S. and Utah Constitutions or other federal and state laws. However, the MIDA Board reserves the right to address behavior that creates disruption or a safety risk or constitutes unprotected speech (such as true threats). In such cases, staff may intervene, including potentially removing individuals to ensure meeting order.
NOTE: The hearings are being held electronically, consistent with the provisions of Utah Code Ann. §§52-4-207 and §63H-1-202(7)(a)(ii)-(iii), and MIDA's electronic meetings policy, Title 4, Chapter 3 of MIDA's adopted policies.

In the event of an absence of a majority quorum, agenda items requiring a vote will be continued to the next regularly scheduled meeting. By motion of a member of the board or committee, the board or committee may vote to hold a closed meeting in accordance with the law.
