Draft motion: Assuming that the requirements of R317-
17 can be deferred due to an artificial salinity adjustment,
the SAC recommends that the adaptive management
berm in the new breach of the Union Pacific Northern
Railroad Causeway should be lowered as soon as
practicable to the original as-constructed configuration
and elevation of 4183.0 feet. It is intended that this
modification is temporary and will serve as an experiment
to enable close monitoring and evaluation of the water,
salt, and nitrogen flux through the breach opening until
the berm needs to be raised to 4190 feet per Utah Code
65A-17-201, or per future recommendations of the SAC.
